April 27. 2010 At a Called Meeting of the City Council on Tuesday, April 27, 2010, there were present: *Mayor James W. Holley III, *Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. Heretick, *Elizabeth M. Psimas, Douglas L. Smith, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 10- 197 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, April 27, 2010 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 1 0 - 198 - The following items were discussed in Public Work Session: 1. Portsmouth Community Library Update - Paul Holt, Deputy City Manager I Mrs. Mae Breckenridge-Haywood, President, African American Historical Society of Portsmouth 2. Quarterly Financial Report - Betty Burrell, Chief Financial Officer 3. City Council Liaison Reports - Councilman Douglas L. Smith - . Informed City Council that he will be attending the next Planning Council meeting. 10 - 199 - Motion by Mr. Moody, and seconded by Ms. Randall, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to discuss the performance of an elected official. The subject matter of the meeting is to discuss the performance of official duties by a Constitutional officer. The purpose of the meeting is to permit confidential discussion of this subject. The motion was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None Motion by Ms. Randall, and seconded by Mr. Heretick, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None
