<br />At a Called Meeting of the City Council on Tuesday, April 13, 2010, there were
<br />present:
<br />
<br />*Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., *Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Douglas L. Smith,
<br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman.

<br />10 - 167 - The following call for the meeting was read:
<br />
<br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, April 13, 2010 for the
<br />purpose of a Public Work Session.
<br />
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />1 0 - 168 - The following items were discussed in Public Work Session:
<br />
<br />1. Community Planning and Development Program - Paul Holt, Deputy City Manager
<br />
<br />2. Performance Management Update - Brannon Godfrey, Deputy City Manager
<br />
<br />3. Portsmouth Retiree Supplement Update - Betty Burrell, CFO
<br />
<br />4. City Manager Hot Topics
<br />Loop Ridership
<br />Portsmouth Community Library (African American Library)
<br />
<br />10 - 169 - Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to
<br />discuss appointments by City Council, and also the performance of specific officials.
<br />
<br />The subject matter of the meeting is to discuss the qualifications of candidates
<br />for appointment to boards and commissions, and also the Community Enforcement Unit
<br />of the Sheriff's Office.
<br />
<br />The purpose of the meeting is to permit confidential discussion of candidates,
<br />and also protecting public safety.
<br />
<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley
<br />Nays: None
<br />
<br />Motion by Ms. Psi mas, and seconded by Mr. Moody, pursuant to Section 2.2-
<br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members'
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the meeting by the City Council.

<br />The motion was adopted by the following vote:
