This strategy will include a letter from me to the restaurant owners, messages to~ citizens.via Cable Television Channel 29, press releases, a block ad in the Portsmouth Currents, an article in the City. Employee Newsletter, radio (public service announcements), soliciting an article in the Virginian Pilot/Health Tip Supplement~ work With the American Lung Association to obtain flyers for distribution, water bill stuffers, as well as the City's printing of table top circulators which could include wording such as, for your dinning pleasure, this area is reserved for: nonsmoking. Again, I would like-to express my sincere appreciation to the City-Wide Ad'Hoc Smoking Committee for their assistance in thi~ endeavor." Moore, P. O. Box 610 Hilton Oliver, 4856 Haygood Road, Virginia Beach,representing Virginia Group to Alleviate Smoking in Public [Virginia GASP). Motion of Mr. Hawks and seconded by Mr. Barnes, to amend the number of employees to 8 under number 6, failed on a 3-3 vote. (Ayes: Barnes, Hawks, Webb - Nays: Corprew, Lucas, Simpson) Subst.itute motion of Mr. Corprew and seconded to reduce the number of employees to 4 in number 6, adopted by unanimous vote. by Mr. Hawks, and was MotiDn of Mr. HaJwks and seconded by Mr. Simpson to amend number 13 and increase the fine up to $25.00. and was adopted by unanimous vote. On motion of Hawks and seconded by Mr. Barnes the following ordinance as amended was ad6pted.and by the follow.ing vote: "AN ORDINANCE TO AMEND T~E CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1988, AS AMENDED, BY ADDING ARTICLE XIII TO CHAPTER 24 THEREOP, PERTAINING TO REGHEATION OF SMOKING IN CERTAIN PLACES." Ayes: Barnes, Corprew, Hawks, Lucas, Simpson, Webb Nays: None 89-245 Letter from the City Manager recommending adoption of a resolution authorizing the City Manager to file an application to the Department of Conservation and Historic Resources, Division of Parks and Recreation for land and water conservation funds for the continued development of City Park. "As you are aware, in the spring of 1988 City Park was reopened after a 18 month (5.3. million) renovation of the facility. Since the reopening of~City Park the public response has exc'eeded our expectations. Dr. L. Pettis Patton~ Director of Parks.and Recreation, has informed me ~hat for the first 60 days of operation this season's attendance is at 50% of what we experienced for the previous 12 month period.
