This <br />strategy will include a letter from me to the restaurant owners, <br />messages to~ citizens.via Cable Television Channel 29, press <br />releases, a block ad in the Portsmouth Currents, an article in the <br />City. Employee Newsletter, radio (public service announcements), <br />soliciting an article in the Virginian Pilot/Health Tip <br />Supplement~ work With the American Lung Association to obtain <br />flyers for distribution, water bill stuffers, as well as the <br />City's printing of table top circulators which could include <br />wording such as, for your dinning pleasure, this area is reserved <br />for: nonsmoking. <br /> <br /> Again, I would like-to express my sincere appreciation to <br />the City-Wide Ad'Hoc Smoking Committee for their assistance in <br />thi~ endeavor." <br /> <br /> The following citizens spoke in spoke of the ordinance <br />with amendments to be included: <br /> <br /> B~rt Laskin, 3621 Carter Road <br /> Lois Dunstin, American Lung Assoc., P. 0.-Box 394, <br />Suffolk, VA' 23434. <br /> William S. Box 610 <br /> Hilton Oliver, 4856 Haygood Road, Virginia Beach,representing <br /> Virginia Group to Alleviate Smoking in Public [Virginia GASP). <br /> <br /> Motion of Mr. Hawks and seconded by Mr. Barnes, to amend the <br />number of employees to 8 under number 6, failed on a 3-3 vote. <br />(Ayes: Barnes, Hawks, Webb - Nays: Corprew, Lucas, Simpson) <br /> <br /> Subst.itute motion of Mr. Corprew and seconded <br />to reduce the number of employees to 4 in number 6, <br />adopted by unanimous vote. <br /> <br />by Mr. Hawks, <br />and was <br /> <br /> MotiDn of Mr. HaJwks and seconded by Mr. Simpson to amend <br />number 13 and increase the fine up to $25.00. and was adopted by <br />unanimous vote. <br /> <br /> On motion of Hawks and seconded by Mr. Barnes the following <br />ordinance as amended was ad6pted.and by the follow.ing vote: <br /> <br />"AN ORDINANCE TO AMEND T~E CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1988, AS AMENDED, BY ADDING ARTICLE XIII TO <br />CHAPTER 24 THEREOP, PERTAINING TO REGHEATION OF SMOKING <br />IN CERTAIN PLACES." <br /> <br />Ayes: Barnes, Corprew, Hawks, Lucas, Simpson, Webb <br />Nays: None <br /> <br /> 89-245 Letter from the City Manager recommending adoption <br />of a resolution authorizing the City Manager to file an <br />application to the Department of Conservation and Historic <br />Resources, Division of Parks and Recreation for land and water <br />conservation funds for the continued development of City Park. <br /> <br /> "As you are aware, in the spring of 1988 City Park was <br />reopened after a 18 month (5.3. million) renovation of the <br />facility. Since the reopening of~City Park the public response <br />has exc'eeded our expectations. Dr. L. Pettis Patton~ Director of <br />Parks.and Recreation, has informed me ~hat for the first 60 days <br />of operation this season's attendance is at 50% of what we <br />experienced for the previous 12 month period. <br /> <br /> <br />
