493 <br /> <br />June .13, 1989 <br /> <br />NEW BUSINESS - <br /> <br />89-250 - Councilman Corprew requested the following: <br /> <br /> Motion of Mr. Corprew and seconded by Mr. Barnes <br />to reconsider Ordinance 1989--15 pertaining to flea markets and <br />for referral back to the Planning Commission, and was adopted <br />by a vote of 5-1 (Webb). <br /> <br /> ~ joint Public Hearing with the Planning Commission on the <br />above item will be held on July 10, 1989. <br /> <br /> Special recognition be given to Ruth Brown for winning the <br />Toni Award. <br /> <br /> Bulk refuge be picked up from curbside in a more timely <br />manner. The City Manager responded that a new program is being <br />developed to take care of this matter. <br /> <br /> Councilman Corprew asked for the status report of a shooting <br />at a playground and the racial overtones of same. The City <br />Manager responded and a report will be presented. Also the City <br />Attorney will clarify the City laws on discharging a fire arm. <br /> <br /> Councilman Corprew requested that the denial to fill the <br />position in the Commonwealth Attorney's office be explained. <br />The City Manager explained action taken on vacant slots within thc <br />City. <br /> <br /> 89-251 - Tyrone Hines, 946 Vermont Avenue, ~epresenting the <br />Mt. Hermon Athletic Association requested that a T-ball filed and <br />dugout be constructed at Parker Field and additional fill be <br />brought in at the site, a girls softball and football fields be <br />constructed behind S. ~. Clark School, and concrete be removed <br />from the playground in-Mount Hermon on Mt. Vernon Avenue. <br /> <br /> Bill Watson, 200 Gee Street, representing Highland <br />Biltmore Civic League, requested a paper street between Biltmore <br />Place and Summers Place be closed to allow a place for skate <br />boards, and spoke in support of the operation of Flea Markets. <br /> <br /> Robert M. Jones, 3925 Two Oaks Road, requested Council to <br />look into his retirement from the Police Department, and submitted <br />information pertaining to the matter (see Exhibit 89-251). <br /> <br /> Mayor asked the City Manager to discuss in Executive Session <br />as it is a personnel matter. <br /> <br /> The following spoke in support of the continued operations <br />of the flea markets: <br /> <br />Donald McConally, 2 Wherry Court <br />Joe Grabow, 1038 Cherokee Road <br />James Wilcox, 3709 Victory Blvd. <br />David Moffitt, 616 Mclean Street <br /> <br /> The following citizens spoke on racial concerns within the <br />City: <br /> <br />Lucy M.
