<br />March 23. 2010 <br /> <br />At a Regular Meeting of the City Council on Tuesday, March 23, 2010, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Pastor Lynne Hundley, opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to approve the minutes of a <br />Called Meeting of March 8, 2010, of a Called Meeting of March 9, 2010, and of a <br />Regular Meeting of March 9, 2010, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 134 - Presentation <br /> <br />. Presentation to the City of Portsmouth by the Truxton Civic League. <br /> <br />- Public Hearing - <br /> <br />1 0-1 35 <br /> <br />Public hearing on the proposed adoption by the City Council of an <br />ordinance to authorize the proposed several guaranty by the City of <br />Portsmouth, Virginia (the "City"), of the timely payment of the principal of <br />and interest on the estimated maximum amount of $5,135,000 (of a total <br />of an estimated maximum amount of $50,000,000) of guaranteed <br />subordinated revenue bonds and senior subordinated revenue bonds <br />previously issued by the Southeastern Public Service Authority of Virginia <br />("SPSA") to finance and refinance various capital expenditures of SPSA <br />(the "SPSA Bonds"). <br /> <br />There were no speakers. <br /> <br />1 0 - 81 - Public hearing on a street closure application: <br /> <br />(a) S-10-01 <br /> <br />SOUTHSIDE - Ordinance granting the request of David L. Nimmich <br />for the closure of a portion of Portsmouth Boulevard between Third <br />Street and Port Centre Parkway. The Comprehensive Plan's <br />Generalized Future Land Use Map recommends Mixed Use <br />Employment. Deferred from the February 23, 2010 City Council <br />Meeting. Vision Principle: Bold New Directions. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to defer consideration of <br />Item S-10-01 to the April 27, 2010 City Council meeting, and was adopted by the <br />following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- Unfinished Business - <br /> <br />10 - 113 - Adoption of an ordinance to amend Chapter 22 of the Code of the City of <br />Portsmouth, Virginia (2006) by amending Section 22-3, by adopting a new Section 22- <br />564.1, and by repealing Section 22-471 through 22-579 pertaining to traffic infraction <br />penalties, and the blocking of intersections and crosswalks in the city. Deferred from <br />the March 9, 2010 City Council Meeting. Vision Principle: Bold New Directions. <br />
