March 23. 2010 At a Called Meeting of the City Council on Tuesday, March 23, 2010, there were present: Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 10- 131 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, March 23, 2010 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 1 0 - 132 - The following items were discussed in Public Work Session: 1. Economic Development Plan Update - Patrick Small, Economic Development Director 2. City Retirement Plan Update - Betty Burrell, Chief Financial Officer (CFO) 3. American Recovery Stimulus Fund Act Update - Betty Burrell, CFO 4. City Council Liaison Reports - Councilman Douglas L. Smith - . Provided information on the Special Public Work Session held on March 22, 2010 on Economic Development. 10 - 133 - Motion by Mr. Heretick, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to discuss appointments by City Council, and also the performance of an elected official. The subject matter of the meeting is to discuss the qualifications of candidates for appointments to boards and commissions, and also performance matters. The purpose of the meeting is to permit confidential discussion of these subjects. The motion was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Smith, Whitehurst, Holley Nays: None Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
