<br />At a Called Meeting of the City Council on Tuesday, April 6,2010, there were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst Sr.,
<br />Marlene W. Randall, Elizabeth M. Psimas, Douglas L. Smith, City Manager Kenneth L.
<br />Chandler, City Attorney G. Timothy Oksman.

<br />10 - 155 - The following call for the meeting was read:
<br />
<br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor
<br />Conference Room, 801 Crawford Street, 6:00 p.m., Tuesday, April 6, 2010 for the purpose of a
<br />Budget Work Session.
<br />
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />1 0 - 157 - Motion by Ms. Psimas, and seconded by Mr. Whitehurst, to go into Closed Meeting
<br />pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss or consider an
<br />economic development matter pursuant to subsection 3 involving the sale of publicly owned
<br />property, and subsection 5, involving a prospective business or industry location or expansion
<br />which has not been previously announced.
<br />
<br />Council may also discuss possible threats to public safety pursuant to subsection 19.
<br />
<br />The subjects of the meeting are an economic development project in the Mid-City area
<br />of the City and the Community Enforcement Unit of the Sheriff's Office.
<br />
<br />The purpose of the meeting is to permit confidential discussion of status, negotiating
<br />strategy, and public safety.
<br />
<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Moody, Psimas, Randall, Smith, Whitehurst, Holley
<br />Nays: None
<br />
<br />Motion by Ms. Psimas, and seconded by Mr. Whitehurst, pursuant to Section 2.2-
<br />3712(0) of the Code of Virginia, certifying that to the best of the Council Members' knowledge
<br />during the immediately preceding Closed Meeting of the City Council:
<br />
<br />1. Only public business matters lawfully exempted from open meeting requirements by
<br />the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion, by which the
<br />Closed Meeting was convened, were heard, discussed or considered in the meeting
<br />by the City Council.
<br />
<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Moody, Psimas, Randall, Smith, Whitehurst, Holley
<br />Nays: None
<br />
<br />On motion, meeting adjourned at 9:15 p.m.
