March 22. 2010 At a Called Meeting of the City Council on Monday, March 22,2010, there were present: Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., *Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, *Douglas L. Smith, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 10 - 122 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the Conference Room at Bide-A-Wee, 1 Bide-A-Wee Drive, 5:30 p.m., Monday, March 22, 2010 for the purpose of a Joint Meeting with the Economic Development Authority/PPIC. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." The following Economic Development Authority members were present: Roger Brown Aaron Kelley Ann Kirk-Mendes C. W. McCoy, Chairman Cameron Meals 10 - 124 - Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss or consider economic development matters being pursued by the City Department of Economic Development, pursuant to the following legal authorities: subsection 3, the acquisition or sale of realty for a public purpose, or the disposition of publicly held property; and subsection 6, investing public funds where competition or bargaining IS involved. The subject matter of the meeting is various pending economic development projects. The purpose of the meeting is to permit the confidential discussion of status and negotiating strategy in order to protect and advance the economic interest of the City. The motion was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Whitehurst, Holley Nays: None Motion by Mr. Moody, and seconded by Mr. Heretick, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
