<br />At a Called Meeting of the City Council on Tuesday, March 9, 2010, there were
<br />present:
<br />
<br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith,
<br />City Manager Kenneth L. Chandler, Senior Deputy City Attorney George M. Willson.

<br />10- 107 - The following call for the meeting was read:
<br />
<br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, March 9, 2010 for the
<br />purpose of a Public Work Session.
<br />
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />1 0 - 1 08 - The following items were discussed in Public Work Session:
<br />
<br />1. Introduction of Scott Webber, General Manager, Renaissance Hotel - Kenneth
<br />Chandler, City Manager
<br />
<br />2. Columbia Gas Installation in Churchland Update - Richard Hartman, City Engineer
<br />
<br />3. Southeastern Public Service Authority (SPSA) Waste to Energy Facility sale update -
<br />Robert Gardner, SCS Engineering
<br />
<br />4. State of the City - Dean McClain I Lavoris Pace, Director of Communications
<br />
<br />5. Police Chief Report - Chief Hargis, Chief of Police
<br />
<br />10 - 109 - Motion by Ms. Psi mas and seconded by Mr. Moody, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to
<br />discuss plans to protect public safety, as per subsection 20, legal matters as per
<br />subsection 7, and also the possible sale of publicly owned real estate, as per subsection
<br />1.
<br />
<br />The subject matter of the meeting includes staffing for certain public safety
<br />operations, payroll deductions, and also a possible economic development project.
<br />
<br />The purpose of the meeting is to permit confidential discussion of matters related
<br />to improving public safety, legal matters, and also matters related to a possible new
<br />business or industry for Portsmouth.
<br />
<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley
<br />Nays: None
<br />
<br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, pursuant to Section 2.2-
<br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members'
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the meeting by the City Council.
