February 22. 2010 At a Called Meeting of the City Council on Monday, February 22, 2010, there were present: Mayor James W. Holley III, *Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, *Douglas L. Smith, City Manager Kenneth L. Chandler. 10 - 71 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 7:00 p.m., Monday, February 22, 2010 for the purpose of a Joint Meeting with the School Board. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." The following School Board members were present: Chairman James Bridgeford Vice Chairman Linda Ridenour Jean Shackleford Edward McCabe Dr. Elizabeth Daniels Costella Williams James M. Hewitt IV Superintendent Dr. David Stuckwisch 10 - 72 - The following item was discussed in Public Work Session: 1. Fiscal Challenges for the Portsmouth Public School Division - Dr. David Stuckwisch, Superintendent 10 - 73 - Motion by Ms. Psimas, and seconded by Ms. Randall, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to discuss performance of specific public officials. The subject of the meeting is the performance of an elected public official. The purpose of the meeting is to permit the confidential discussion of subject. The motion was adopted by the following vote: Ayes: Psimas, Randall, Whitehurst, Holley Nays: None Absent at the time of the vote: Heretick, Moody, Smith Motion by Ms. Psi mas, and seconded by Mr. Heretick, pursuant to Section 2.2- 3712(0) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
