~August 22~ 1989 <br /> <br /> W~ER~AS, the School Board of the City of Portsmouth desires <br />to make application to the State Board of Education for a Li <br />Loan in the amount of two million five hundred thousand dollars <br />($2,500,000) to be applied to the cost of construction of the <br />Churchland High School; an~d ~ <br /> <br /> ~EREAS, Section 22.1-158, Code of Virginia, 1950, as <br />amended, provides that the governing body shall authorize such <br />applicatio~ :and shall prov~ide for the payment of such loan. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth~ Virginia, that t.h~ S~hool Board of the City of <br />Portsmouth is hereby authorized to make application to the State <br />Board of. Educa%ion for a Literary Loan in ~he amount of two <br />million five hundred thousand dollar-s (~2,$00,000) for <br />construction of the new Churchland High School." <br /> <br /> BE IT FURTHER AUTHORIZED that the City will each year during <br />the life of this loan, at the time of the fixing of regular <br />levies, fix a rate of levy f-or schools or make a cash <br />appropriation sufficient for operation expenses and to pay this <br />loan in annual installments and the interest thereon as required <br />by law regulating loans from the Literary Fund." <br /> <br /> Ayes: Barnes, Gray, Hawks, Lucas, Simpson, Webb <br /> Nays: Corprew <br /> <br /> 89-348 Mr. Barnes requested that the City Manager <br />investigate an article in the newspaper which reported on a tax <br />exemption plan for residential areas in Isle of Wight County and <br />report back to Council on the plan. <br /> <br /> 89-349 Mr. Gray requested that the City Manager's office <br />review the notification procedures used for the tax relief pro! <br />for the elderly and attempt to make the public more aware of this <br />program and the qualifications for the program. <br /> <br /> Mayor Webb also requested that th~ City Manager come back to <br />Council with a plan to make the public more aware of the program. <br /> <br /> 89-350 Leon Battle, 1662 Darren Circle, representing self, <br />spoke on the conditions of the city. <br /> <br /> 89-351 On motion of Mr. Hawks and seconded by Mr. Barnes to <br />go into Executive Session in accordance with Section 2.1-344 of <br />the Code of Virginia to discuss the following: <br /> <br /> 1. Consideration of the acquisition and use of real <br />property located in the Churchland area of the City or in adjacent <br />cities for public purposes as permitted under subsection (A) (3); <br /> <br /> 2. Consultation with legal counsel and briefing by staff <br />members pertaining to legal matters invol~ing the consturction <br />the Western Freeway as permitted under subsection (A) (7); <br /> <br /> 3. Consideration of the use of real property for public <br />purposes and the disposition of publicly held preoperty int he <br />Truxtun area of the city as permitted under subsection (A) (3); <br /> <br /> 4. Consideration of a personnel matter Involving the <br />provision of legal services by the City Attortney as permitted <br />under subsection (A) (1); <br /> <br /> 5. Consideration of appointments to Boards and Commissions <br />by the City Council as permitted under subsection (A) (1). <br /> <br /> <br />
