<br />At a Called Meeting of the City Council on Tuesday, February 9, 2010, there
<br />were present:
<br />
<br />*Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, *Douglas L. Smith,
<br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman.
<br />
<br />10 - 59 - The following call for the meeting was read:
<br />
<br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 9, 2010 for the
<br />purpose of a Public Work Session.
<br />
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />1 0 - 60 - The following items were discussed in Public Work Session:
<br />
<br />1. Plan of Finance - Overview of Capital Improvement Projects - David Rose, Senior
<br />Vice President, Davenport and Company
<br />
<br />10 - 61 - Motion by Mr. Moody, and seconded by Mr. Heretick, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to
<br />discuss personnel matters and also appointments to boards and commissions pursuant
<br />to subsection 1, the purchase of real estate for a public purpose and the sale of publicly
<br />owned real estate, as per subsection 3, and also for matters requiring the advice of
<br />legal counsel, as per subsection 7.
<br />
<br />The subjects of the meeting are:
<br />
<br />. personnel matters involving city employees
<br />. appointments to boards and commissions
<br />. legal advice of counsel
<br />. economic development matters in the downtown and Victory areas of the City.
<br />
<br />The purpose of the meeting is to permit the confidential discussion of matters
<br />involving the City's financial interests, personnel matters, and also criteria and
<br />qualifications for appointment.
<br />
<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley
<br />Nays: None
<br />
<br />Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, pursuant to Section 2.2-
<br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members'
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the meeting by the City Council.

<br />The motion was adopted by the following vote:
