134 February 8. 2010 At a Called Meeting of the City Council on Monday, February 8,2010, there were present: Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst Sr., Marlene W. Randall, Elizabeth M. Psimas, Douglas L. Smith, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 10- 53 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 6:00 p.m., Monday, February 8, 2010 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 1 0 - 54 - The following item was discussed in Public Work Session: 1. Economic Development Plan - Patrick Small, Economic Development Director 1 0 - 55 - Motion by Ms. Randall, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss or consider economic development matters being pursued by the City's Department of Economic Development, pursuant to the following legal authorities: - subsection 3, the acquisition or sale of realty for a public purpose, or the disposition of publicly held property; - subsection 5, a prospective business or industry which has not been previously announced; and - subsection 6, investing public funds where competition or bargaining is involved. The subject matter of the meeting is various economic development projects in the southside, downtown, uptown, and Victory areas of the City. The purpose of the meeting is to permit confidential discussion of status and negotiating strategy in order to protect and advance the economic interests of the City. The motion was adopted by the following vote: Ayes: Moody, Psimas, Randall, Smith, Whitehurst, Holley Nays: None Motion by Mr. Smith, and seconded by Mr. Moody, pursuant to Section 2.2- 3712(0) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted. from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by the following vote: Ayes: Moody, Psimas, Randall, Smith, Whitehurst, Holley Nays: None
