584 September 26, 1989 At a called meeting of the City Council held on Tuesday, September 26, 1989. there were present: Mayor ~Gloria of Webb~, Vice M~yor J. Robert Gray, Jack P. Barnes, E. G. Co~prew~ Jr.',~James C. Hawks~, L. Louise Lucas, J. Herbert Simpson, George L. Hanbury, II, City Manager, Stuart E. Ka~z-,. City Attorney 89-384- The following call fo'r the meeting was ~read: "Please attend a called meeting of the City Council to be held in the Council Conference Room, 6th floor of City Hall, 801 Crawford Street, at 4:30 p.m. Tuesday, September 26, 1989, for the purpose of a Public Work Session. In addition you may consider a motion to go into an Executive Session. By order of the Mayor." The following items were discussed in the Public Work Session: 1. Midtown Tunnel - reversible lan~s 2. City Manager requested City Attorney research legal issue of City Treasurer's request. 3. City Manager to report back to Council on crime increase issues identified in recent newspaper article. 4. City Manager briefed Council on staff discussions regarding~response to Hugo. 5. Greekfest expenses and Mutual Aide Agreement and liability issues. Motion of Vice Mayor Gray and seconded by Mrs. Lucas, to go into an Executive Session in accordance with Section 2.1-344 of the Code of Virginia to discuss the following: 1. Prospective businesses or industries where no previous announcement haS been made of the businesses' or industries' interest in locating in the following sections of the city: (a) West Norfolk; (b) PortCentre; (c) River Pointe; (d) The western portion of the City; and (e) The southern portion of the City; as permitted under subsection (A) (5). 2. The disposition of publicly held property in PortCentre as permitted under subsection (A) (3); 3. The condition or use of purpose which is held by PRHA as (A) (3). real property for public permitted under subsection
