October 10, 1989 "A RESOLUTION APPROVING THE FIVE YEAR CAPITAL IMPROVEMENT PLAN FOR 1989-90 THROUGH 1993-94, AND A ONE YEAR CAPITAL IMPROVEMENT PROGRAM FOR 1989-90. WHEREAS, the City Manager has submitted to the City Council the Capital Improvement Plan for 1989-90 through 1993-94, and a one year Capital Improvement Program for 1989-90; and WHEREAS, the Planning Commission and the M~nicipal Finance Commission have reviewed and commented on the Plan and Program~ and WHEREAS, a public hearing has been held to receive public comments on the five year Capital Improvement Plan and on the one year Capital Improvement Program; and WHEREAS, the Council has considered the five year Capital Improvement Plan and the one year Capital Improvement Program and finds them to be in the proper form and expressive of Council policies in regard to necessary capital improvements. NOW, THEREFORE, BE IT RESOLVED by the Council Of the City of Portsmouth, Virginia that the aforesaid Capital Improvement Plan for the years 1989-90 through 1993-94, and the one year Capital Improvement Program for 1989-90 are approved subject to later appropriation in the ordinary course of business of the City." Ayes: Barnes, Gray, Hawks, Lucas, Simpson, Webb Nays: Corprew B) Motion of Mr. Gray and seconded by Mr. Barnes the following resolution was adopted and by the following vote: "A RESOLUTION APPROVING THE 1990 COMMUNITY DEVELOPMENT PROGRAM OF THE CITY OF PORTSMOUTH, VIRGINIA, AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY'S 1990 COMMUNITY DEVELOPMENT BLOCK GRANT ENTITLEMENT. WHEREAS, pursuant to the ~ousing and Community Development Act of 1974, as amended (Act), financial assistance is provided to localities for undertaking and carrying out development activities; and WHEREAS, the required public hearing has been held and the City Council has reviewed the Proposed 1990 Community Development Program's Statement of Objectives, and the Use of Funds; and WHEREAS, it is necessary that this Council take official action regarding the 1990 Community Development Program (Program) to comply with the regulations of aforementioned Act; and WHEREAS, the Council is aware of the federal regulations governing the undertaking and carrying out of activities under the Housing and Community Development Program; and WHEREAS, this Council recognizes its responsibility to direct that safeguards be established to protect employees from using their ~posi~ion for a purpose that gives the appearance of being motivated by a desire for private gain for themselves or others, particularly those with whom they have family, business or other ties; and
