October 10, 1989 F) Motion of Mr. Barnes and seconded following ordinance was approved on first unanimous vote: by Mr. Hawks, the reading, and by "AN ORDINANCE TO APPROPRIATE $1,854,000 FROM~THE COMMUNITY DEVELOPMENT FUND FOR THE 1990 COMMUNITY DEVELQP~ENT PROGRAM." G) Motion of Mr. Simpson and seconded by Mr. Hawks, following ordinance was approved on first reading, and by unanimous vote: the "AN ORDINANCE TO APPROPRIATE $250,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE ACQUISITION OF PROPERTY B¥~T~E PORTSMOUTH REDEVELOPMENT AND HOUSING AUTRORITY." 89-410 - Letter from the City Manager recommending adoption of a motion to accept audits for the Portsmouth Port and Industrial Commission and the Industrial Development Authority of the City of Portsmouth. "The Certified Public Accounting firm of Frederick B. Hill and Company conducted an audit for the Portsmouth Port and Industrial Commission and the Industrial Development Authority of the City of Portsmouth. A copy of these audits are attached for your information." Motion of Mr. Gray and seconded by Mrs. Lucas, to accept the audits for Portsmouth Port and Industrial Commission and the Industrial Development Authority as information and was adopted by unanimous vote. 89-411 - Letter from the City Manager recommending adoption of a motion to accept funds in the amount of $49,515 from Cox Cable of Hampton Roads to assist with continued programming on our government access channel, and to transfer such funds from the Grants Contingency Account. "Cox Cable of Hampton Roads, as part of their recently negotiated franchise, agreed to pay the City of Portsmouth $49,515 to assist the Public Information Office in purchasing needed broadcast equipment. Channel 29, which is carried by Cox Cable, is a means of public information, and the funds awarded will assist with continued programming on our government access channel. I recommend that the City accept these funds and that the $49,515 be transferred from the Grants Contingency Account to support the program." Motion of Mr. Simpson and seconded by Mr. Gray, to accept funds in the amount of $49,515 from Cox Cable of Hampton Roads to assist with continued programming on our government access channel, and to transfer such funds from the Grants Contingency Accountf as requested, and was adopted by unanimous vote. 89-412 - Letter from the City Manager recommending adoption of a motion to transfer $10,600 from the Grants Contingency Account to support the Coastal Resources Management Program and requesting authorization to enter into the necessary agreements.
