"The 1987-92 Capital Improvement Program included funds for the reconstruction of Harper ROad to improve industrial access to the Pinners Point area. The anticipated project ~ost, $585,000,' was'appropriated on April ~2~ 1989. The Co~onwealth Trans-portaffion Board has allocated for reimbursement to the '. City, subject to certain contingencies, a total of $442,500'from the industrial access fund to assist in providing access to this industrial:site. ~ ' ~ Bids were received on October 12, 1989.
