FROM T~E'CAPITAL
IMPROVEMENT FUND FoR~T~E REPLACEMENT,OF A TWO-INCH ~AIN IN THE,
SHEA TERRACE NEIGHBORHOOD."

89-423 Letter from the City Manager recommending adoption of
an ordinance to appropriate $80,000 from the 1988-89 Capital
Improvement Plan for improvements-to the Parks and Recreation
Compound and'authorize award to the respective low.bidders.

"As y~'ate'aware, until-the early 1980's the Parks and
Recreation Compound was located at City Park. Because the
facilities were in such poor condition, the City leased TRT's
Compouhd located~on Victory Boulevard. In 1988, TRT informed
the City-th~%'~de to Urban Mass'Transit Administration (UMTA)
regulatioRs~it-was~being required to dispese of shrplus
property and that they could no longer lease the Victory
Boulevard Compound to the City. At that time we analyzed the
needs of the Parks and Recreation Department and after results
of that study, we purchased the facility from TRT. The site is
occupied not only by the Department of Parks and Recreation, but
the Department of General Services as well (school bus storage).
As you are aware from a recent Council presentation, future
plans include a fuel dispensing depot ~u the site.

When the facility was purchased a check list was prepared
of needed modifications to the facility i.e., electrical,
roofing, HVAC; etc. In the 1988u89 CIP, $80,000 was programmed
for these~ improvements. Attached ~s a copy of the bid list and
request for appropriation in the amount of $80,000 (includes 10%
contingency).

The Director of General Services and the Director of Parks
and Recreation have submitted this request to me with their
endorsement. I, therefore, recommend that City Council
appropriate $80,000 from the 1988~89 CIP and authorize award to
the respective Iow bidders."

Mr. Larose M. Mann, 805 Jewell Avenue, representing the
Simonsdale Civic Club spoke in opposition to the appropriation
of the money.

Motidn df Mr. S~mpson and secdndedby.Mr. Barnes, the
following ordinance was approved on first reading and by
unanimods vo~e: ~

"AN ORDINANCE TO APPROPRIATE $80,000.
