PORTSMOUTH COMMUNITY SERVICES BOARD TO OPE~TE A GROUP RESIDENCE FOR SUBSTANCE ABUSE REHABILITATION AND TREATMENT~ ~T 750 C~IFFORD STREET. ~W~E~S~ ~i~d~ M~~ No~n, ~Erxe~cut~i~e Director, Portsmouth Co~uni~Se~ic%s B~d, has made aDu!ication pursuant to ~40-12~ (aQ ~)~ 6~'~ C~d~ ~Of ~t~h~Ci%y ~of Portsmouth, Virginia, as ame~ded~, f~r the jgr~nting of a use~ permit as hereinafter-described;~ and ~ ~< ~ ~ WHEREAS, ~he applicant and the Planning Direct'or have done all things 7reqUired ito be done in connection with said application; and ~ WHEREAS, the Planning Commfssion has recomme~nded the granting of said use permit, with conditions. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That~tbe use for which the use~permlt is so~ght~_ (a) Will not affect the health and safety of persons residing o~worklng~i'n the neighborhood of the prOposed3use; (b) Will not be detrimental to the public u~e ~or ~ injurious to the property or improvements in the neighborhood; and (c) ~iL1 'be in accord ~ith the purposes of the Zoning Chapter of the City Code. 2.~ The~Portsmouth Community Services Boar~ is Bereby granted a use p~rmi~ pursuant to ~0-121 (a)' (i) of the Code of the City of Portsmouth, Virginia, to operate a group home for adults f6r thirty-two-{32) residents for substance abuse rehabilitation ~nd treatment at 750 Clifford Street (UP-89-17). 3. This use permit is approved subject to the following conditions:~ (a) Occupancy is limited to thirty-two (32) residents. (b) Off-street parking must be provided to accommodate the staff of the facility. (c) Th~ use permit is granted to the Portsmou~h~ Community Services Board and/or their designee for a substance abuse rehabilitation and treatment facility and is not transferable to any other person or entity. (d) This use permit shall expire on October 31, 1990, and any request~for an~extension of time must be supported by findings such as would be required if the use permit was being requested for the first time."
