<br />January 12. 2010 <br /> <br />Recommended Action: <br />. Conduct the public hearing and receive comment <br />. At the conclusion of the public hearing, adopt the attached ordinance authorizing <br />the issuance of Public Utility General Obligation Bonds and Notes in an amount not to <br />exceed $30,000,000. Vision principles: Thriving Neighborhoods and a Sense of <br />Community; A Robust and Prospering Economy. <br /> <br />Next Steps Following Council Action: <br />. The Chief Financial Officer will ensure the relevant reimbursements are made <br />and all funds are appropriately disbursed. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA <br />AUTHORIZING THE ISSUANCE AND SALE OF NOT TO EXCEED $30,000,000 <br />AGGREGATE PRINCIPAL AMOUNT OF GENERAL OBLIGATION PUBLIC UTILITY <br />BONDS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 18 - Adoption of a resolution expressing City Council support for an application for <br />up to $500,000 in Safe Routes to Schools Grant Funding from the Virginia Department <br />of Transportation. Vision Principles: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Background: <br />. The Virginia Department of Transportation's (VDOT) Safe Routes to School <br />Program (SRTS) assists interested localities and schools in the development of plans, <br />activities, and infrastructure improvements to make bicycling and walking to school a <br />safe and appealing transportation option for students in kindergarten through eighth <br />grade. <br />. The Safe Routes to School Program is a federally-funded program created under <br />Section 1404 of the 2005 Safe, Accountable, Flexible, Efficient Transportation Equity <br />Act: A Legacy for Users (SAFETEA-LU). As written in SAFETEA-LU, the purpose of the <br />SRTS program to: <br />. Enable and encourage children, including those with disabilities, to walk and <br />bicycle to school; <br />. Make bicycling and walking to school a safer and more appealing <br />transportation alternative, thereby encouraging a healthy and active lifestyle <br />from an early age; and <br />. Facilitate the planning, development, and implementation of projects and <br />activities that will improve safety and reduce traffic, fuel consumption, and air <br />pollution in the vicinity of schools. <br /> <br />Discussion: <br />. Under the goals, objectives and strategies of the City's Master Transportation <br />Plan of creating Complete Streets and making multi modal forms of transportation <br />available to all Portsmouth residents, including school-aged children, the City has <br />applied to VDOT for SRTS grant funding in an available amount of up to $500,000. <br />. The Portsmouth Public Schools has identified Churchland Elementary School as <br />the school where pedestrian and bicyclist improvements are most desirable and feasible <br />at this time. <br />. If approved by VDOT, the funding would help to install sidewalks, crosswalk <br />markings, pedestrian signage, traffic calming measures and mixed use pedestrian trails, <br />all within % mile of the school. <br />
