<br />December 8. 2009 <br /> <br />At a Regular Meeting of the City Council on Tuesday, September 8, 2009, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Elder Johnnie L. Hinton, Sr., opened the meeting with prayer, which was followed <br />the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to approve the minutes of <br />a Called Meeting of November 24, 2009, and of a Regular Meeting of November 24, <br />2009, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />'" City Manager Kenneth Chandler introduced Patrick Small as the new Economic <br />Development Director. <br /> <br />'" Patrick Small, Economic Development Director, introduced Luke McCoy, Chairman <br />of the Economic Development Authority (EDA) and Danya Bushey, Director of <br />Marketing and Public Relations with Armada Hoffler. <br /> <br />'" Luke McCoy along with Danya Bushey informed citizens of the new Harris Teeter <br />grocery store that will be located in Churchland. <br /> <br />'" Mayor James Holley presented 5-year service pins to Councilman Heretick and <br />Councilwoman Psimas. <br /> <br />- Public Hearing - <br /> <br />09-61 5 <br /> <br />Public hearing on a proposed resolution for approval and adoption of <br />amendments to the Articles of Incorporation of the Southeastern Public <br />Service Authority of Virginia ("SPSA"). <br /> <br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, spoke in opposition to this item. <br /> <br />- City Manager's Report - <br /> <br />09 - 616 - Adoption of a resolution approving amendments to the Articles of <br />Incorporation of the Southeastern Public Service Authority (SPSA). Vision Principle: <br />Bold New Directions. <br /> <br />Background: <br />. The General Assembly of Virginia has enacted legislation that requires SPSA to <br />amend its Articles of Incorporation. <br />. The changes include amendment of the method of selecting the members of the <br />SPSA Board of Directors and alternate board members, the rules governing their terms <br />of office, and other revisions required by the changes in the law. <br /> <br />Discussion: <br />. Changes to the SPSA Articles of Incorporation must be approved by all member <br />localities after a public hearing advertised at least 30 days prior to the hearing. <br />. The changes to the current Articles of Incorporation must be approved by <br />January 1, 2010, the effective date of the changes to the law. <br />. All other SPSA member localities are taking similar action prior to the statutory <br />deadline. <br />
