<br />At a Called Meeting of the City Council on Tuesday, December 8, 2009 there
<br />were present:
<br />
<br />Mayor James W. Holley III, *Vice Mayor William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., Marlene W. Randall, *Stephen E. Heretick, Elizabeth M. Psimas, *Douglas L. Smith,
<br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman.

<br />09 - 611 - The following call for the meeting was read:
<br />
<br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, December 8, 2009 for the
<br />purpose of a Public Work Session.
<br />
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />09 - 612 - The following items were discussed in Public Work Session:
<br />
<br />1. Timeline on Crawford Parkway Bulkhead - Richard Hartman, City Engineer
<br />
<br />2. Presentation of the Utilities Plan of Finance from Davenport and Company -
<br />Courtney Rogers, Senior Vice President Davenport and Company I David Rose,
<br />Senior Vice President-Manager, Davenport and Company
<br />
<br />3. Presentation of the FY09 Comprehensive Annual Financial Report and External
<br />Audit Results - Robert Bielat, Senior Partner, Cherry, Bekaert & Holland, LLP
<br />
<br />09 - 613 - Motion by Mr. Heretick, and seconded by Ms. Psi mas, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to
<br />discuss:
<br />
<br />under subsection 5, a new prospective business or business expansion which
<br />has not been previously announced,
<br />
<br />under subsection 3, the sale of publicly owned land where competition or
<br />bargaining is involved,
<br />
<br />under subsection 1, appointments to boards and commissions.
<br />
<br />The subjects are economic development projects in the Churchland and
<br />Midtown areas of the City and appointments to boards and commissions.
<br />
<br />The purpose of the meeting is to permit confidential discussion of negotiating
<br />strategy and also of appointments.
<br />
<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley
<br />Nays: None
<br />
<br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, pursuant to Section 2.2-
<br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members'
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the meeting by the City Council.
