<br />At a Called Meeting of the City Council on Monday, December 7, 2009, there
<br />were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst
<br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith,
<br />City Manager Kenneth L. Chandler, City Manager Kenneth L. Chandler, City Attorney G.
<br />Timothy Oksman.
<br />
<br />09 - 605 - The following call for the meeting was read:
<br />
<br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor
<br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, December 7, 2009 for the
<br />purpose of a Public Work Session.
<br />
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />09 - 606 - The following items were discussed in Public Work Session:
<br />
<br />1. Berkley Bridge Lifts - Art Moy, Executive, Virginia Maritime I Dennis Hauer, District
<br />Administrator Virginia Department of Transportation (VDOT) Hampton Roads
<br />
<br />2. Lead Certification Courts Building - Bill Hargrove, HBA
<br />
<br />3. Master Transportation Plan - Paul Holt, Deputy City Manager
<br />
<br />4. Citywide Zoning Ordinance Update - Paul Holt, Deputy City Manager
<br />
<br />09 - 607 - Motion by Mr. Heretick, and seconded by Mr. Moody, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to
<br />discuss:
<br />
<br />the performance of individual employees or officials, as per subsection 1
<br />
<br />a previously unannounced new business, as per subsection 5, and
<br />
<br />legal matters requiring the advice of counsel, as per subsection 7
<br />
<br />The subject matter shall include the Sheriff's Office, court security, also a major
<br />new business in the Churchland area of the City.
<br />
<br />The purpose shall be to have confidential discussion of these matters.
<br />
<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley
<br />Nays: None
<br />
<br />Motion by Mr. Smith, and seconded by Mr. Whitehurst, pursuant to Section 2.2-
<br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members'
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the meeting by the City Council.
