November 14, 1989 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that Richard D. Ottavio, Albert Carr, <br />Howard Davis, George Powers, Sr., and Richard Wood De appointed <br />viewers and that Roy Lelnart and Casey Lavender, be appointed <br />alternate viewers in'the event one of the' preceding 9iewers <br />fails to participate, said viewers to view the <br />hereinafter~described portion~of such street and to report to <br />this Council in writing whether in their opinion any, and if <br />any'what, inconvenience would result in vacating and closing <br />the following: <br /> <br /> Ail that certain piece or parcel of land <br />known as Woodrow Street (formerly Fifth <br />Street) beginning at the northeast <br />intersection of Woodrow Street and Chautauqua <br />Avenue, thence east along the northern <br />right-of-way of Woodrow Street, 140 feet more <br />or less to a 15 foot alley; thence south along <br />the 15 foot alley 50 feet to the southern <br />right=of-way of Woodrow Street; thence west <br />along the southern right-of-way of Woodrow <br />Street 140 feet, more or less, to the eastern <br />right~of-way of Chautauqua Avenue, thence <br />north'along the eastern right-of-way of <br />Chautauqua Avenue 50 feet to the point of <br />beginning. <br /> <br />Ayes: Barnes, Corprew, Gray, Hawks, Lucas, Simpson, Webb <br /> Nays: None <br /> <br /> 89-448 Letter from the City Manager recommending <br />adoption of a motion authorizing the transfer of $114,733 from <br />the Emergency budget Contingency account to provide eight <br />month's funding for six new deputy sheriff positions authcrized <br />by the State Compensation Board. <br /> <br /> "The State Compensation Board has notified the Sheriff <br />that he is being authorized an additional six deputies due to <br />the overcrowded conditions that exist in the jail. These <br />positions are similar to the additional deputies approved by <br />the City Council in September insofar as they are temporary <br />until the General Assembly approves next year's state budget. <br />As temporary positions, employees hired will be required to <br />sign statements acknowledging that the positions are subject to <br />availability of future funding. In addition, several items of <br />equipment and uniforms are needed for the Sheriff's operations. <br /> <br /> The amount of appropriation needed to pay salaries, <br />benefits as well as needed uniform's and equipment for the <br />eight remaining months of the fiscal year is $114,733. In <br />order to expeditelthe approval process to permit the Sheriff <br />more timely relief, I am recommending that the appropriation be <br />transferred from the Emergency Budget Contingency account. All <br />costs will be recovered through the jail's funding sources. <br /> <br /> I therefore, recommend that the City Council approve a <br />motion to transfer $114,733 from the Emergency Budget <br />Contingency for additional jail support." <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Gray, to <br />authorize the transfer of $114,733 from the Emergency Budget <br />Contingency account as requested for additional jail support, <br />and was adopted by unanimous vote. <br /> <br /> <br />
