November 14, 1989

"I am pleased to inform you that the contract with the
Southeastern Virginia Areawide Model Program, Inc. has been
renewed. This contract provides for $71,551 of Title III Older
Americans Act funds to Portsmouth for senior citizen services.

Our goals for thfs year include 500 visits for dental
services, 14, 726 miles of transportation, 2,500 hours of
personal care in the home, and 1,400 hours of nursing services.
A total of $83,982 represents the total program cost for the
period of October 1, 1989 through September 30, 1990. Federal
funds of $70,751 comprise about 85% of the program, and local
in-kind services of $12,431 by the provider agenc~e~ ~gp~e~99~
Portsmouth's match. A total of $800 in expected contributions
for services wi~I ~also be included~

I hereby recommend the approval of the program and the
transfer of $71,551 from the Grants Contingency ~ccount to
support these services for our senior citizens."

On motion of Mr. Simpson and seconded by Mr. Hawks, the
following ordinance was approved on first reading, and by
unanimous vote:

"AN ORDINANCE TO APPROPRIATE $71,551 FROM THE GRANT
CONTINGENCY FUND FOR THE SEVAMP CONTRACT FOR 1989-90."

89-445 Letter from the City Manager recommending
adoption of an ordinance to appropriate $60,000 from the
1989-90 Capital Improvement Plan for lmprovemenss to the
Frederick Boulevard Operations Center relating to the radio
shop, and to award binds to the low bidders.

"The 1989-90 Capital Improvement Plan authorized $60,000
for improvements to the Frederick Boulevard Operations Center.
Expansion of the Radio Shop has been identified as our highest
priority.

A study was c~mpleted by the Properties Management
Division of General Services with assistance from the
Communications/Emergency Services Center to determine the
extent of renovations that would be needed. The result of the
study indicated that the current size of the radio shop is
inadequate to accommodate the shop's workload. In many
instances work has to be conducted outside of the building due
to space limitations (in all weather conditions).

Bids have been received for the %arious components needed
to enlarge the shop and a listing of the low bidders is
attached for your review. Bid prices total $51,926.66 with an
added contingency of 15% to cover change orders and
emergencies. I am~recommending the.!appropriation of the~ifull
$60,000 authorized in the Capital Improvement Plan and award of
the bids to the listed bidders."

On motion of Mrs. LUcas and seconded by Mr. Simpson the
following ordinance was approved on first reading, and by
unanimous vo~e:

"AN ORDINANCE TO APPROPRIATE $60;000 FROM THE CAPITAL
IMPROVEMENT PLAN FOR IMPRQVEMENTS AT THE FREDERICK
BOULEVARD oPERATIONS CENTER RELATING TO THE RADIO SHOP."
