November 14, 1989 <br /> <br /> At the regular meeting of the City Council held on <br />Tuesday, November 14, 1989, there were present: <br /> <br /> Mayor Gloria O.~Webb, Jack P. Barnes, <br /> E. G. Corprew, Jr., James C. Hawks, <br /> L. Louise Lucas, J. Herbert Simpson, <br /> George L. Hanbury, II, City Manager <br /> Stuart E. Katz, City Attorney <br /> <br />Absent: Vice Mayor J. Robert Gray <br /> <br /> Rev. S. E. Hathaway, Pastor, Port Norfolk Baptist Church <br />opened the meeting with prayer, followed by the Pledge of <br />Allegiance to the Flag. <br /> <br />Mayor Webb welcomed all visitors in attendance. <br /> <br /> Motion <br />of a Called <br />October 24, <br />be approved <br /> <br />of Mr. Barnes and seconded by Mrs. Lucas, minutes <br />Meeting of October 24, 1989; a Regular Meeting of <br />1989; and a Called Meeting of November 1, 1989; to <br />as received, and was adopted by unanimous vote. <br /> <br /> 89-442 <br />Director of <br />Anniversary <br /> <br /> Presentation of Resolution to Dean Burgess, <br />Public Library, in recognition of the 75th <br /> <br /> On motion of Mr. Barnes and seconded by Mrs. Lucas, the <br />following resolution was adopted and by the following vote: <br /> <br />"A RESOLUTION DESIGNATING AND PROCLAIMING THE YEAR OF <br />READING AND LIBRARIES IN THE CITY OF PORTSMOUTH. <br /> <br /> WHEREAS, the life of the mind is central to the <br />development of any city; and <br /> <br /> WHEREAS, the Portsmouth Public Library is this City!s <br />treasure house of wisdom; and <br /> <br /> WHEREAS, the library was foUnded in one room behind the <br />Courthouse on December 1, 1914; and <br /> <br /> WHEREAS, the City of Portsmouth recognizes the value of <br />reading among its children, the essential nature of access to <br />information for its business and industry, and the library as a <br />primary source of life enrichment for all its citizens° <br /> <br /> THEREFORE BE IT RESOLVED that this seventy-fifth year of <br />operation, beginning on December 1, 1989 and ending November <br />30, 1990, is hereby designated and proclaimed as Portsmouth's <br />Year of Reading and Libraries, and that this resolution be <br />spread upon the Minutes of the Council." <br /> <br />Ayes: Barnes, Corprew, Hawks, Simpson, Lucas, Webb <br />Nays: None <br /> <br /> 89-442 a - Presentation of the Virginia Parks & Recreation <br />"Best New Facility Award" by Larry Zender, President of <br />Virginia Parks & Recreation Society, to the City, accepted by <br />Mayor Webb and Dr. Patton, Director of Parks and Recreation. <br /> <br /> <br />
