<br />November 24. 2009 <br /> <br />At a Called Meeting of the City Council on Tuesday, November 24, 2009, there <br />were present: <br /> <br />*Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, *Douglas L. Smith, <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />09 - 587 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, November 24, 2009 for <br />the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />09 - 588 - The following items were discussed in Public Work Session: <br /> <br />1. Emergency Management Nor'easter Update - Fire Chief Don Horton I Battalion <br />Chief Jeff Terwilliger <br /> <br />2. Crawford Parkway Improvements - Richard Hartman, City Engineer <br /> <br />3. Sports Hall of Fame Update - Eddie Webb, Executive Director <br /> <br />4. City Council Liaison Report - <br />Councilman Douglas L. Smith - <br />. Updates on the Hampton Roads Planning District Commission (HRPDC) and <br />the Tidewater Community College Campus (TCC) <br /> <br />09 - 589 - Motion by Mr. Moody, and seconded by Mr. Heretick, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss: <br /> <br />appointments by Council to boards and commissions, as per subsection 1 <br /> <br />consultation with legal counsel, as per subsection 7, and <br /> <br />consideration of proprietary records, as per subsection 33 and 40 <br /> <br />The subject matter of the meeting is to the discussion of candidates for possible <br />appointments to City boards and commissions, legal issues related to the Portsmouth <br />City Charter, and also confidential and proprietary information, including tax <br />information, related to retention of a Portsmouth business or industry. <br /> <br />The purpose of the meeting is to permit confidential discussion of these subjects. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br />
