It should be noted that the Legislature will <br />adopt a new biennium budget during the Session. The~local items <br />contained, in our pac~ag~ for c0nsi~eration by our General <br />Assembly Delegation and the Legislature have not b~en p~iori~ <br />tized as they are all important to the continued progress and <br />growth of the City. ~ 7~i <br /> <br /> The City Attorney has drafted the attached resolution <br />endorsing the 1990 Legislative Proposals and authorizing <br />submission to our General Assembly Delegation." <br /> <br /> Motion of Mr~31Simpson and seconded~by Mr. Hawks, the <br />following resOlutio~ ~as approved on firs% and finall reading and <br />by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY OF PORTSMOUTH'S 1990 <br />LEGISLATIVE PROPOSALS TO BE PRESENTED TO THE PORTSMOUTH <br />DELEGATION AND THE MEMBERS OF THE VIRGINIA GENERAL ASSEMBLY. <br /> <br /> WHEREAS, the Virginia General Assembly deals with abroad <br />range of issues that affect local governments both directly and <br />indirectly; and <br /> <br /> WHEREAS, the City of Portsmouth has certain concerns which <br />deal with both local governments and Portsmouth specifically~ <br />and <br /> <br /> WHEREAS, these c~ncerns and issues need to be made known <br />to Portsmouth's General Assembly Delegation so that they may be <br />transmitted for consideration by the Legislature. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Po~tsmoutk endorses the attached. ~egislativs proposals <br />for the 1990 General Assembly Session and directs that botk this <br />resolution and the legislative proposals be forwarded to the <br />Portsmouth General Assembly Delegation." <br /> <br />AyeS: 'BarneS, Corprew, Gray, Hawks, Lucas, Simpson, Webb <br />Nays: None <br /> <br />89-459 Letter from the City Manager recommending adoption of <br />a resolution appointing viewers for closing ThOmas Street. <br /> <br /> "Bryant E.
