MOtion of Mr. Simpson and' seconded by Mr. Gray, the following resolution was adopted on first and final reading, and by the following vote: "A RESOLUTION~DESIGNATING THE ASSISTANT CITY MANAGER FOR ADMINISTRATION~AND FINANCE AS THE CITY,S AUTHORIZED AGENT FOR FEDERAL DISASTER~ RELIEF PURPOSES~ ~ WHEREAS, in the event that a major emergency or disaster occurs in the City, it is essential that procurements, authorizations, cost accounting and documentations be coordinated if Federal disaster funds are to be requested; and WHEREAS, under Federal Emergency Management Agency (FEMA) regulations, it is required that each governing body designate an Authorized Agent to coordinate such functions and to execute necessary agreements and assurances for emergency and disaster relief purposes. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that Roy W.i Cherry, Assistant City Manager for Administration and Finance, be and is hereby designated the Authorized Agent of 'tHe City of Portsmouth, for the purpose of providing such assurances, agreements, and data On behalf of the City as may be required to obtain Federa1 financial assistance under the Disaster Relief Act (Public Law 288, 93rd Congress)or from any otherFederal source." Broughton, 32 Early Drive, representing self, spoke and asked for a clarification on the action taken on Item 89-365 of the November 14, 1989 Council meeting and asked for a copy of the minutes of the meeting. 89-462 Mr. Hawks asked that the Boy Scouts and Students present at the meeting stand and be recognized. Members of Boy Scout Troop 216 of River Park stood. Students of Churchland High School government classes were recognized. 89-463 Motion of Mr. Barnes and seconded by Mr. Simpson to go into Executive Session pursuant to the provisions of Section 2.1-344 of the Code Of Virginia, to discuss: (1) a personnel mater as permitted under subsection (A) (1) and was adopted by unanimous vote. On motion of Mrs. Lucas and seconded by Mr. Gray, pursuant to Section 2.1-344.1 of the Code o'f Virginia certifying that to the best of the Council Member's knowledge during the immediately preceding ExecBti~e Session of the City Council: Only public ~business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and
