October 27. 2009 At a Called Meeting of the City Council on Tuesday, October 27, 2009, there were present: *Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, Douglas L. Smith, City Manager Kenneth L. Chandler, Senior Deputy City Attorney George M. Willson. 09 - 532 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, October 27, 2009 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 09 - 533 - The following items were discussed in Public Work Session: 1. Updates on the Hampton Roads Planning District Commission and the Hampton Roads Transportation Policy Organization 09 - 534 - Motion by Ms. Randall, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, to discuss: City Charter provisions concerning the recall of council members, as permitted under subsection A. 7; and - Appointments to city boards and commissions, as permitted under subsection A. 1. The subject matters of the meeting are the amendment of City Charter provisions governing recall of council members and the qualifications of candidates for appointments to city boards and commissions. The purpose of the meeting is to permit the provisions of legal advice by the Senior Deputy City Attorney concerning the amendment of the City Charter. The purpose is also to permit the confidential discussion of appointments to city council boards and commissions.
