<br />October 27. 2009 <br /> <br />At a Called Meeting of the City Council on Tuesday, October 27, 2009, there <br />were present: <br /> <br />*Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Douglas L. Smith, City Manager Kenneth L. Chandler, Senior <br />Deputy City Attorney George M. Willson. <br /> <br />09 - 532 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, October 27, 2009 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />09 - 533 - The following items were discussed in Public Work Session: <br /> <br />1. Updates on the Hampton Roads Planning District Commission and the <br />Hampton Roads Transportation Policy Organization <br /> <br />09 - 534 - Motion by Ms. Randall, and seconded by Mr. Moody, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, to discuss: <br /> <br />City Charter provisions concerning the recall of council members, as permitted <br />under subsection A. 7; and <br /> <br />- Appointments to city boards and commissions, as permitted under subsection A. <br /> <br />1. <br /> <br />The subject matters of the meeting are the amendment of City Charter <br />provisions governing recall of council members and the qualifications of candidates for <br />appointments to city boards and commissions. <br /> <br />The purpose of the meeting is to permit the provisions of legal advice by the <br />Senior Deputy City Attorney concerning the amendment of the City Charter. The <br />purpose is also to permit the confidential discussion of appointments to city council <br />boards and commissions. <br />
