<br />October 13. 2009 <br /> <br />At a Called Meeting of the City Council on Tuesday, October 13, 2009, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />09 - 503 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, October 13,2009, for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />09 - 504 - The following items were discussed in Public Work Session: <br /> <br />1. Safety Town Update - Sharon Moore I Maureen Mizelle, Safety Town Board <br />Directors <br /> <br />2. Funding for Constitutional Officers <br />James Williams, City Treasurer <br />Sheriff Bill Watson <br />Cynthia Morrison, Clerk of Circuit Court <br />Earle Mobley, Commonwealth's Attorney <br />. Paul Holt, Deputy City Manager, provided City Council with a report on <br />funding to the Sheriff's Department. <br /> <br />3. City Council Liaison Reports <br />Councilman Charles B. Whitehurst - <br />. Provided an update on the Finance Commission meeting. <br />Councilman Douglas L. Smith - <br />. Provided a report on the Hampton Roads Transportation Policy <br />Organization (HRTPO). <br /> <br />09 - 505 - Motion by Mr. Heretick, and seconded by Ms. Psi mas, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to <br />discuss: <br /> <br />1. The performance of specific employees or officials of the City, as per <br />subsection 1, <br /> <br />2. Appointments to boards and commissions, as per subsection 1, and <br /> <br />3. A prospective new business that has not been previously publicly <br />announced or discussed, as per subsection 5. <br /> <br />The subjects of the meeting are personnel matters involving the Assessor's <br />Office and the Municipal Finance Commission, discussion of candidates for possible <br />appointment to boards and commissions, and also possible development of a publicly <br />owned property in the downtown waterfront area. <br /> <br />The purpose of the meeting is to permit confidential discussion of these matters. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br />
