January 8, 1990 <br /> <br /> A Public Hearing of the City Council held on Monday, <br />January 8, 1990, there were present: <br /> <br />Mayor Gloria O. Webb, Jack P. Barnes, E. G. Corprew, Jr., <br />J. Robert Gray, James C. Hawks, L. Louise Lucas, J. <br />Herbert Simpson, George L. Hanbury, II, City Managerf <br />Stuart E. Katz, City Attorney <br /> <br /> 90-4- Public Hearing on rezoning and use permit <br />applications: <br /> <br />(a) Z-89-19 <br /> <br />HODGES MANOR NEIGHBORHOOD - Rezoning <br />application of Haysom Street <br />Associates, by Benjamin J. Levy, for <br />property at 5405 Portsmouth Boulevard. <br /> <br /> Kirk Levy, 1215 Colley Avenue, Norfolk, VA representing <br />Haysom Street Associates, spoke in support of the rezoning <br />application. <br /> <br /> Jeffrey Cramer, owner, Cinema and Draft House, answered <br />questions of counsel. <br /> <br /> Creamer, representing the Cinema and Draft House <br />operation also answered questions. <br /> <br /> Joseph E. Knight, 482 Portsmouth Blvd., representing <br />Simonsdale Civic League, Park Manor Civic League and Hodges <br />Manor Civic Club, spoke in opposition of the rezoning <br />application. <br /> <br /> H. M. Quaftlebaum, 3109 Trumpet Road, Chesapeake, VA <br />representing First Friends Church, spoke in opposition of the <br />rezoning application. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Hawks, to refer <br />Z-89-19 back to the Planning Commission to insure appropriate <br />sign marking is placed on Portsmouth Blvd., and was adopted by <br />a 6-1 (Simpson) vote. <br /> <br />(b) UP-89-22 <br /> <br />HIGHLAND BILTMORE NEIGHBORHOOD - Use <br />permit application of Roy S. Black, by <br />Edward Irby of Virginia Operations for the <br />First Hospital Corporation DBA The Pines <br />Residential Treatment Center for a group <br />home for children at 98 Wright Avenue. <br /> <br /> Karen McKinley, 1801 Portsmouth Blvd., representing First <br />Hospital Corporation, was available for questions. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Lucas, to concur <br />with the recommendation of the Planning Commission that <br />UP-89-22 be approved on first reading and adopted by unanimous <br />vote. <br /> <br />(c) UP-89-23 <br /> <br />PORT NORFOLK NEIGHBORHOOD - Use permit <br />Bpplication of Louis C. Anderson for a <br />storage yard at 661 Mt. Vernon Avenue. <br /> <br /> The following spoke in opposition of the use permit <br />application: <br /> <br /> <br />
