In order to authorize the expenditures of these <br />funds, I recommend that Councit~approve a motion to,transfer <br />$265,000 of appropriation from the General Fund's Emergency <br />Budget Contingency to the Mental Health Services Fund;" <br /> <br /> Motion of Mr. Gray and seconded by Mr. Hawks, to authorize <br />the transfer as requested, and was adopted by unanimous vote. <br /> <br /> 90.22 - Letter from the City Manager recommending adoption <br />of a motion that funding previously authorized and appropriated <br />for the Sleepy Hole storage facility be allocated for the <br />purpose as identified. <br /> <br /> "Th~e'~City's Director of Parks and Recreation, Dr. L. <br />Pettis Patton and General Services Director, Luke McCoy, have <br />indicated to me that the condition of the storage facility at <br />Sleepy Hole has deteriorated to a point that it is no longer <br />economically feasible to repair, ~The recent fall and winter <br />storms have resulted in an unsafe situation for our employees <br />and equipment and they have collectively recommended to me that <br />the structure be demolished and that a new structure be built. <br />Mr. McCoY estimates that it will cost approximately $13,000 to <br />demolish and. replace the structure~ With the exception of the <br />installation of overhead doors and vinyl siding, the project is <br />to be constructed Using General Services personnel; therefore <br />minimizing the cost associated with the project. <br /> <br /> I recommend that funding previously authorized and <br />appropriated for Sleepy Hole be alloCated for the purpose as <br />identif led. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Hawks, the <br />appropriation for the Sleepy Hole storage facility repairs <br />was granted as requested, and was adopted by unanimous vote. <br /> <br /> 90-23 -Letter from the City Manager recommending adoption <br />of a motion to award Joyce Engineering, Inc., a contract to <br />perform the engineering work needed for the Craney Island <br />Landfill project, <br /> <br /> "On-August 8, 1989, City Council appropriated $279,000 <br />from the Capital Improvement Fund to implement the first phase <br />of the Craney Island Landfill improvements. Due to the nature <br />of the engineering work which needs to be completed, it was <br />decided that a consultant be hired to assess the present <br />condition of the Landfill. Once the initial assessment is <br />complete, the consultant will be responsible for developing an <br />Operations and Management Plan for continued use, or a Closure <br />Plan, if the Landfill is not to be used in the future. <br /> <br /> On November 29, 1989, five consulting firms were <br />interviewed to present their qualifications for the above <br />project. The interviewing committee was chaired by C. W~ <br />McCoy, Director of General Services, and included Richard <br />Hartman, Director of Public Works; John Greek, Purchasing <br />Agent; Bruce Seamans, Principal City Engineer; and Robert <br />Creecy, Principal Management Analyst. Based on experience in <br />the State of Virginia regarding landfill design and solid waste <br />management, plus a proven working knowledge of Virginia Waste <br />Management Regulations, the committee recommends that a <br />contract be awarded to Joyce Engineering, Inc. The estimated <br />amount of the contract is $75,000. <br /> <br /> <br />
