January 9, 1990

resolution with reference to the conveyance of a portion of
this property, however, the description on the resolution
describing the property is incorrect. Pursuant to the pending
conveyance of that property, the City Surveyor asked for a plat
and boundary survey that would show a difference in the
description fro~ that adjoining the original resolution.

Secondly, the resolution adopted on December 8, 1987 does
not reflect a closing of a portion of Portland Street lying
adjacent to the parcel lying betwee~ Me~nder and Chautauqua.
Portsmouth Port and Industrial Commission wishes to acquire
that portion Of the street which was vested in the City by
virtue of the closing so that it many convey that porti~ of
the street to the same buyer, thereby providing him with access
from Chautauqua Avenue.

A deed will be prepared by the City Attorney's Office
prior to the meeting of January 9, 1990 so that the City
Manager may be able to act immediately in the instance that
you should adopt this resolution."

Mr. Hawks asked for a report on street closure to adjacent
property. City Attorney responded report could be given at
next meeting.

Motion of Mr. Hawks and seconded by Mr. Barnes, to defer
the item to the January 23rd Regular Council meeting, and was
adopted by unanimous vote.

90-20 - Letter from the City Manager recommending adoption
of a resolution supporting the Land and Water Conservation Fund
Program.

"The U. S. Conference of Mayors, at their annual
conference, adopted a policy resolution supporting the Land and
Water Conservation Fund Program. This Federal program, for
over 25 years, has been instrumental in expanding recreational
opportunities for localities nation-wide. In Portsmouth, land
and water conservation funds have been used for a number of
projects including the recent expansion of boat ramps at City
Park.

Mayor Gloria O. Webb has requested that this matter be
brought to your attention supporting the position of the U. S.
Conference of Mayors, and therefore, I recommend your adoption
of the attached resolution."

Motion of Mr. Simpson and seconded by Mr. Barnes, the
following resolution was adopted, and by the following vote:

"A RESOLUTION SUPPORTING THE FEDERAL GOVERNMENT'S LAND AND
WATER CONSERVATION FUND PROGRAM~

WHEREAS, the Land and Water Conservation Fund grants
program administered by the National Park Service of the United
States Department of the Interior will soon celebrate
twenty-five years of outstanding national service, having been
signed into law by former President Lyndon B. Johnson on
September 3, 1964; and

WHEREAS, the Land and Water Conservation Fund program has
provided over $3.2 billion in federal matching assistance to
states and their local communities for acquiring land and
developing quality public outdoor recreation facilities for the
benefi~ of present and future generations of Americans; and
