¸84 <br /> <br />January 9, 1990 <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1988, BY REPEALING ARTICLE XXVI OF CHAPTER 2 <br />THEREOF, PERTAINING TO THE ESTABLISHMENT OF A HUMAN <br />RELATIONS COMMISSION FOR THE CITY OF PORTSMOUTH, <br />VIRGINIA." <br /> <br />Ayes: Barnes, Corprew, Gray, Hawks, Simpson, Webb <br />Nays: None <br /> <br /> Councilman Corprew, stated he wanted the record to show he <br />was voting to repeal the ordinance not because it was not an <br />important issue, but he felt that the Commission should never <br />have been created from the beginning. <br /> <br /> Mayor Webb presented Certificates of Appreciation to <br />Captain Neale O. Westfall and Lee King for their service to <br />the Human Relations Commission. <br /> <br /> b. Resolution pertaining to the Long Term Care <br />Coordinating Committee. <br /> <br /> Motion of Mr. Hawks and seconded by Mr. Barnes, the <br />following resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION DISCONTINUING THE LONG-TERM CARE <br />COORDINATING COMMITTEE. <br /> <br /> WHEREAS, by resolution adopted by the Council of the City <br />of Portsmouth, Virginia, on September 28, 1982, the Long-Term <br />Care Coordinating Committee was established pursuant to the <br />development, etc. of a plan for the long-term care of the <br />impaired elderly; and <br /> <br /> WHEREAS, the Committee has adVised the Mayor and the City <br />Council that it has fulfilled all of its goals and <br />responsibilities; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth, virginia, <br />greatly appreciates the time and energies that the members of <br />this Committee devoted to this undertaking. <br /> <br /> NOW, TREREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia that this Committee be, and the same is <br />hereby discontinued." <br /> <br /> Ayes: Barnes, Corprew, Gray, Hawks, Simpson, Webb <br /> Nays: None <br /> <br /> 90-18 - Letter from the City Manager recommending adoption <br />of a resolution appointing viewers for the closing of several <br />alleys between Alden Avenue and Bainbridge Avenue. <br /> <br /> "As you recall, in August 1989, I forwarded to City <br />Council a staff report regarding closure of alleys and paper <br />streets. In my correspondence I indicated that past attempts <br />to close unused alleys and paper streets have met with public <br />controversy and as such we would be proceeding cautiously. <br /> <br /> At the request of the Cradock Property Owners Association, <br />City staff has been working with residents to vacate, close and <br />discontinue several alleys between Alden Avenue and Bainbridge <br />Avenue. In early October, all of the affected property owners <br />were contacted by mail and public briefing took place on <br />Wednesday, November 1, 1989 at 7:00 p.m. to answer questions <br />from property owners and residents. The comments generated <br />from this meeting were positive and staff was requested to move <br />forward on the proposal as presented. As required by code, <br />notice of Application and Request for Appointment of Road <br />Viewers has been advertised. <br /> <br /> <br />
