January 9, 1990 <br /> <br /> 89-477 - The following ordinance to appropriate $306,478 <br />from the 1989-90 Capital Improvement Fund, approved on first <br />reading at the Regular Meeting of December 12, 1989, was <br />adopted on final reading and by the following vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $203,000 FROM THE CAPITAL <br /> IMPROVEMENT FUND FoR UNDERGROUND ELECTRICAL INSHALLATION <br /> IN PORTCENTRE INDUSTRIAL PARK~" ' · <br /> <br /> Ayes: Barnes, Corprew, Gray, HawkS, Simpson, Webb <br /> Nays: None ..... <br /> <br /> - REPORTS FROM THE CITY MANAGER - <br /> <br /> 90-15 - Letter from the City Manager recommending adoption <br />of an ordinance to appropriate $379,997 from the School Federal <br />Funds fund to establish a drop-out prevention program in the <br />Portsmouth Public Schools. <br /> <br /> "The School Board has adopted a resolution requesting the <br />City Council to appropriate $3790,997 in order to implement a <br />new drop-out prevention program in the public schools. <br /> <br /> Appropriations for this program Were not included in the <br />annual operation budget approved by Council in May 1989; <br />therefore, it will be necessary for an ordinance to be approved <br />appropriating this amount. The grant is to be funded 100% by <br />the State and will not require any additional City funding for <br />the School Board. <br /> <br /> I recommend that the City Council favorably consider the <br />attached ordinance appropriating $379,997 from the School <br />Federal Funds Fund for the drop-out prevention program." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes, the <br />following ordinance was approved on first reading, and by <br />unanimous vote. <br /> <br />"AN ORDINANCE TO APPROPRIATE $379,997 FROM THE SCHOOL <br />FEDERAL FUNDS FUND FOR A DROP-OUT PREVENTION PROGRAM <br />IN THE PORTSMOUTH PUBLIC SCHOOLS." <br /> <br /> 90-16 - Letter from the City Manager recommending adoption <br />of an ordinance to appropriate $40,000 from the 1989/1990 <br />Capital Improvement Fund for the removal of underground fuel <br />storage tanks, and award of the bid to W. B. Goode for the <br />first year phase. <br /> <br /> At the City Council's October 9, 1989 Work Session, City <br />staff briefed you on recent Federal and State legislation and <br />the City's plan to address underground storage tanks. This <br />plan identified the removal of a number of tanks over a multi- <br />year period in an effort to comply with EPA and Virginia State <br />Water Control Board regulations. This plan also recommended <br />centralization of the City's fueling facilities. The three <br />locations would be the Vehicle Services Center located off of <br />Frederick Boulevard, the Parks and Recreation Compound located <br />off of Victory Boulevard and the new Churchland High School <br />located off of Cedar Lane. <br /> <br /> The 1989/90 CIP authorized $40,000 for initiation of Phase <br />One. Phase One includes removal of a number of tanks at <br />various locations as identified in the staff report. This <br />group consists of four City fire stations (Effingham Street, <br />Portsmouth Boulevard, Cedar Lane and Cradock), the Hi-Landers <br />Recreation facility, and the Kingman Heights Recreation Center. <br /> <br /> <br />
