<br />opened the meeting with prayer, followed by the Pledge of

<br />Mayor Webb welcomed all .visitors in attendance.~

<br /> Motion of M~. Simpson and seconded ~by Mrs. Lucas, minutes
<br />of a Called Meeting of January 2~, 1990, ~and a Regula~ Meetin~
<br />of Januar~ 23, 19~ to be appro.ved~as receive~ and wa~.ado~ed
<br />by unanimous vote. .~ -

<br /> 90=61 - A resolution ~ecognizing Judge James A. Overton
<br />and his achievements and lifelong contributions to h~s
<br />community, was presented to his~wid~w-.and family.
<br />
<br /> Mo~on ~£ M.r.~.G~ay and seconded by Mr. Corprew, the
<br />following gesol~utio~ ~as adopted, ~and by the followi~g vote:
<br />
<br /> "W~EREAS~ ~on the.21st day of January, 1990, death broug~
<br />to s close the active life of Mr. James A. Overton, a r~s%deDt
<br />of Portsmouth; and
<br />
<br /> WHEREAS, James A. Overton served the city of Portsmouth
<br />and its citizens with distinction as an educator,.a~prominent
<br />attorney and an honored municipal judge; and
<br />
<br /> WHEREAS, he gave generously his time and energy fo~'the
<br />interest of the citizens of the City by becoming a dominate
<br />leader in civic activities; and
<br />
<br /> W~EREAS, the stature he attained in the community by his
<br />exemplary life and monumental achievements were well recognized
<br />during his lifetime; and ..... . .
<br />
<br /> W~EREAS, the community has suffered a great loss in the
<br />passing of James A. Overton and join with his family, friends,
<br />and associates in mourning his death.
<br />
<br /> THEREFORE, BE IT RESOLVED by the Council of the City of
<br />Portsmouth, Virginia, that the sympathy of this body, acting
<br />for the citizens of this City be and hereby is extended to the
<br />family of the late:James A. Overton.
<br />
<br /> BE IT FURTHER RESOLVED, that this resolution be spread
<br />upon the Minutes of the Council, and that a copy thereof be
<br />presented to his family in recognition of his service and
<br />respected stature in this community."
