February 27, 1990 <br /> <br /> WHEREAS, Portsmouth is one of the jurisdictions that <br />compromises Planning District Twenty; and <br /> <br /> WHEREAS, since the creation of the respective Planning <br />District Commissions in 1969, the two Standard Metropolitan <br />Statistical Areas (SMSAs) have been merged into one Metropolitan <br />Statistical Area (MSA) and opportunities for interaction have <br />increased with new bridges and tunnels; and <br /> <br /> WHEREAS, joint strategies for transportation, coastal zone <br />management, and economic development are increasingly being <br />performed on a Hampton Roads basis; and <br /> <br /> WHEREAS, a continuing need exists for research, <br />information, infrastructure needs, economic analyses, and public <br />policy determinations on a Hampton Roads scale. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City- <br />of Portsmouth that it is the desire of the City of Portsmouth to <br />participate in the creation of the Hampton Roads Planning <br />District Commission to replace the existing Peninsula Planning <br />District Commission and the Southeastern Virginia Planning <br />District Commission, and that parity be arrived at regarding the <br />per capita contributions of the southside and northside <br />communities who would comprise this newly created Hampton Roads <br />Planning District Commission so that under the merger agreement <br />the per capita rate paid by the southside communities would <br />remain constant to allow the northside communities to reach <br />parity over a three year period which means that each northside <br />community in the fiscal year 1992 would pay a twenty-seven <br />($0.27) cents per capita contribution, and in fiscal year 1993, <br />each northside community would pay a thirty-three ($0.33) cent <br />per capita contribution, and in fiscal year 1994, each northside <br />community would pay a forty ($0.40) cent per capita <br />contribution; and that the creation of the Hampton Roads <br />Planning~District Commission be in accord with the provisions of <br />the Virginia Area Development Act." <br /> <br /> Ayes: Barnes, Corprew, Gray, Hawkst Lucas, Simpson, <br /> Nays: None <br /> <br /> 90-77 .~ Letter from the City Manager recommending adoption of <br /> a motion for the City Treasurer and the Director of Finance to <br /> refund the following (without interest): <br /> <br />Real Estate Taxes <br /> <br />$ 165.72 to Celeste N. Newsome <br /> <br /> "The City Treasurer is requesting the following refund <br />(without interest) for a Real Estate Tax paid erroneously: <br /> <br />As listed above. <br /> <br /> I recommend that City Council adopt this motion and the <br />refunds be granted." <br /> <br /> Motion of Mr. Simpson and seconded by Mr. Barnes, the <br />above refunds be issued, and was adopted by unanimous vOte. <br /> <br />- NEW BUSINESS - <br /> <br />90-79 Mr. Simpson referred to Council's discussion on an <br />age limit on real estate tax and deferred further discussion to <br />an upcoming speaker,~Cameron Pitts. <br /> <br /> <br />
