February 27, ~1990 <br /> <br /> At a regular meeting of the City Council held on Tuesday, <br />February 27, 1990, there were present: <br /> <br />Vice Mayor J. Robert Gray, Jack P. Barnes, E. G. Corprew, <br />Jr., James C. Hawks, J. Herbert Simpson, L. Louise Lucas, <br />George L. Hanbury, II, City Manager, Stuart E. Katz, City <br />Attorney. <br /> <br />Absent: Mayor Gloria O. <br /> <br /> Rev. <br />Church, opened the meeting with prayer, <br />of Allegiance to the Flag. <br /> <br /> Webb left prior to the beginning <br /> of the Council Meeting to represent the City at <br /> the Virginia Department of Transportation Public <br /> Hearing regarding the connector between the <br /> Western Freeway and the Midtown Tunnel. <br /> <br />Ronnie T. Northam, Sr., Pastor, Noble Street Baptist <br /> followed by the Pledge <br /> <br />Vice Mayor Gray welcomed all visitors in attendance. <br /> <br /> Motion of Mr. iSimpson and seconded by Mrs. Lucas minutes <br />of a called meeting of February 12, 1990; minutes of a Public <br />Hearing of February 12, 1990; minutes of a called meeting of <br />February 13, 1990; and minutes of a regular meeting of February <br />13, 1990 to be approved as received, and was adopted by <br />unanimous vote. <br /> <br />90-73 <br /> <br />Public Hearing on School Board Appointments <br /> <br /> Wayne Spiers, 419 Patrick Street, representing self, spoke <br />on guidelines that the Council should use for the schools and in <br />the selection of School Board members. <br /> <br /> Sheita Powell Pittman, City Clerk, read the following <br />names offered for consideration for appointment to the School <br />Board: <br /> <br />J. Thomas Benn, III <br />Vernon Crump <br />Deborah Harrison <br />Robert Wynn-Jackson <br />Robert B. Linton <br />Dr. Paul Robinette <br />Jeff Smith <br />Wayne R. Spiers <br />Phillip L. Whitaker <br />Ralph Wilson <br /> <br />No action taken. <br /> <br />- UNFINISHED BUSINESS - <br /> <br />CONSENT AGENDA <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Simpson, the <br />following items approved on first reading at the Public Hearing <br />of February 12, 1990 and the regular meeting of February 13, <br />1990, were adopted on final reading and by the following vote: <br /> <br />90-56 (a) "ZONING AMENDMENT ORDINANCE Z-90-1" <br /> (3811 Adams St.) <br /> <br />90-56 <br /> <br />(b) "A RESOLUTION GRANTING A USE PERMIT TO LILLIAN C. <br />VELASCO TO OPERATE A CONVALESCENT HOME AT 3736 TURNPIKE <br />ROAD." <br /> <br /> <br />
