<br />September 22. 2009 <br /> <br />At a Regular Meeting of the City Council on Tuesday, September 22, 2009, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Reverend Nathan Brown, opened the meeting with prayer, which was followed <br />the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Smith, and seconded by Ms. Randall, to approve the minutes of a <br />Called Meeting of September 8, 2009, of a Regular Meeting of September 8, 2009, and <br />of a Called Meeting of September 15, 2009 and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 487 - Presentations: <br /> <br />. Presentation of a 35 Star Flag to the City of Portsmouth by Commander H. O. Brown <br />and the Disabled American Veterans #41. <br /> <br />. Proclamation presented to Susan Cocke for the "20th Annual Great Chesapeake Bay <br />Schooner Race Days." <br /> <br />. Proclamation presented to Sandra Becker for "Domestic Violence Awareness <br />Month." <br /> <br />. Proclamation presented to the Museum of Fine Arts Commission for "National Arts <br />and Humanities Month." <br /> <br />. City Manager Chandler introduced Mr. J. Brannon Godfrey as Deputy City Manager. <br /> <br />09 - 488 - Motion to appoint Crystal Larsen as Deputy City Clerk. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to appoint Crystal <br />Larsen as Deputy City Clerk, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />09-489 <br /> <br />Public hearing on the proposed Enterprise Zone Application to the Virginia <br />Department of Housing and Community Development. <br /> <br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, spoke in opposition to this item. <br /> <br />- Unfinished Business - <br /> <br />09 - 459 - Use permit: <br /> <br />09-459 (a): <br /> <br />(a) Ordinance granting the request of the City of Portsmouth to amend Chapter 40 <br />(Zoning Ordinance) of the City Code to address new design standards and <br />processes for the Downtown District. The amendments apply mainly to the <br />Downtown D-1 District and the Downtown Design Committee. Vision Principle: <br />Bold New Directions. (CA-09-04) (First Reading Vote 6-0) <br />
