I34 <br /> <br />March 13, 1990 <br /> <br /> Motion of Mr. Hawks and seconded by Mr. Corprew, to close <br />nominations and there being no further nominations, J. Thomas <br />Benn, was appointed to the Board filling an unexpired <br />term, ending July tl, 1992, replacing Bradford L. Cherry;. <br />and by the following vote: <br /> <br />J. Thomas Benn (Barnes, Gray, Hawks, Simpson) <br />Rev. James Whitaker (Corprew, Lucas, Webb) <br /> <br />90-97 - Councilman Simpson offered a resolution concerning <br /> <br />the return to localities of a portion of revenues generated <br />the Virginia State Lottery, for consideration by Council. <br /> <br /> Motion of Mr. Simpson and seconded by Mr. Barnes, the <br />following resolution was adopted, and by the following vote: <br /> <br />by <br /> <br />"A RESOLUTION ENDORSING TRE RETURN <br />A PORTION OF REVENUES GENERATED BY <br />STATE LOTTERY. <br /> <br />TO LOCALITIES OF <br />THE VIRGINIA <br /> <br /> WHEREAS, the City of Portsmouth and other communities <br />throughout the Commonwealth are engaged in a difficult and <br />costly struggle against drug abuse and crime; and <br /> <br /> WHEREAS, the citizens of those communities are being taxed <br />and required to forego civic improvements to finance that. <br />struggle; and <br /> <br /> WHEREAS, substantial revenues are being generated by the <br />Virginia State Lottery from the citizens of the City of <br />Portsmouth; and <br /> <br /> WHEREAS, those revenues will be deposited by law into the <br />Commonwealth's General Fund to be used for public purposes. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth, Virginia, does hereby endorse the enactment <br />of legislation to return to localities at least ten per cent ~ <br />of the profits derived from the Virginia State Lottery to be <br />used for the purpose of comba~i~g~ crime and drug abuse.. <br /> <br /> BE IT FURTHER RESOLVED that. the City Clerk be, and. she <br />hereby is, direr%ed t6 forward~copies of this Resolution to the <br />Portsmouth Deleg~ation to the Virginia General Assembly. ~ · <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a ~eeting held March 13, 1990." <br /> <br />Ayes: Barnes, Corprew, Gray, Hawks, Lucas, Simpson, Webb <br />Nays: None <br /> <br /> 90-98 - Mr. Corprew requested that the City Cl~rk ~forward <br />a resolution titled "Anti-Racial Segregation Resolution" to the <br />School board. He asked the City Attorney for a report on the <br />Humane Relations Commission and how it was formed. The City <br />Attorney replied. <br /> <br /> <br />
