Corprew, Jr., James C. Hawks, J. Herbert Simpson, George L. Hanbury, II, City Manager, Stuart E. Katz, City Attorney Absent~L~5oui~e Lucas 90-90 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Council Conference Room, 6th floor of City Hall, ..... · 801 Crawford Street, at 4:30 p.m. Tuesday, March 13, 1990, for the purpose of a Public Work Session. In addition you may consider a motion to go into an Executive Session. By order of the Mayor." The following items were discussed in the Public Work Session: 1. Western Freeway - Martin Luther King Connector Mayor Webb and Richard Hartman briefed Council on the State Department of Transportation meeting they attended on January 23, 1990. Motion of Mr. Gray and seconded by Mr. Hawks, to go into an Executive Session pursuant to provision of Section 2.1-344 of the Code of Virginia for the purpose of: (1) Consideration of appointments to Boards and Commissions by the City Council as permitted under Subsection (A) (1); and (2) Consultation with the City Attorney and briefing staff on a legal matter involving use permits as permitted under Subsection (A) (7); and by (3) Consideration of a personnel matter concerning the Portsmouth Museums as permitted under Subsection (A) (1); and (4) The investing of public funds as permitted under Subsection (A) (6). The meeting re-convened at 7:01 p.m. On motion of Hawks and seconded by Mr. Barnes, pursuant to Section 2.1-344.1 of the Code of Virginia certifying that to the best of the Council Member's knowledge during the immediately preceding Executive Session of the City Council:
