<br />033 <br /> <br />September 8. 2009 <br /> <br />~ Mr. Whitehurst re-emphasized the fact that the City of Portsmouth is the only school <br />district in Hampton Roads that has 100% school accreditation. <br /> <br />~ Mr. Heretick provided City Council and citizens with an update on the Southeastern <br />Public Service Authority (SPSA). <br /> <br />~ Ms. Randall reminded City Council and citizens of the upcoming UMOJA Festival, <br />September 18-20. She also informed everyone that the Grand Marshal this year for <br />the parade is Roger Brown. <br /> <br />09 - 467 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />09 - 468 - Non-Agenda Speakers <br /> <br />1. Kathleen Carlson, 116 Chowan Drive, informed City Council and citizens of the many <br />programs offered to senior citizens throughout the City. <br /> <br />2.
