September 8. 2009 At a Called Meeting of the City Council on Tuesday, September 8, 2009 there were present: Mayor James W. Holley III, Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 09 - 454 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, September 8,2009 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 09 - 455 - The following items were discussed in Public Work Session: 1. Financial Policies - Betty Burrell, Chief Financial Officer 2. Blue Ribbon Committee Recommendations - Joseph Mason, Vice President of Davenport and Company 3. Enterprise Zone Application - Mallory Kahler, Interim Economic Development Director 4. Update Children's Museum Project - Bill Hargrove, HBA I Martha Frances Fortson and Phil Rudisill, Portsmouth Museums Foundation I Nancy Perry, Director of Museums I Betty Burrell, CFO 09 - 456 - Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to discuss performance of specific public employees. The subject matter of the meeting is to discuss appointees to boards and commissions. The purpose of the meeting is to permit confidential discussion. The motion was adopted by the following vote: Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None Motion by Mr. Smith, and seconded by Mr. Whitehurst, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by the following vote: Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None
