<br /> At $ regular meeting of the City Council held on Tuesday,
<br />March 27, 1990, there were present:

<br />Mayor Gloria O. Webb, Jack P. Barnes, E. G. Corprew, Jr.,
<br />J. Robert Gray, James C. Hawks, J. Herbert Simpson, L.
<br />Louise Lucas, George L. Hanbury, II, City Manager, Stuart
<br />E. ~Katz, City Attorney.

<br /> Mi~s Courtney Coker,' 1st grader at Churchland Primary
<br />School, opened the meeting with prayer, followed by the Pledge
<br />of Allegiance to the Flag which was lead by Miss Candice
<br />Richardson, 1st g~ader at Churchland Primary School.
<br />
<br />Mayor Webb welcomed all visitors in attendance.
<br />
<br /> Motion of Mr. Gray and seconded by Mr. Simpson, minutes of
<br />a called meeting of March 12, 1990; minutes of a Public Hearing
<br />of March 12, 1990; minutes of a called meeting of March 13,
<br />1990; and minutes of a regular meeting of March 13, 1990 to be
<br />approved as received, and was adopted by unanimous vote.

<br />90-104 Proclamations presented to:

<br /> Jimmy Williams, Chairman, Portsmouth Invitational
<br />Tournament Committee, for "P.I.T. Week in pOrtsmouth"~
<br />
<br /> P. Ward Robinett, Chairman, Portsmouth Redevelopment and

<br />Community Development Week".

<br />90-89 (d) Motion of Mr. Gray and seconded by Mr. Hawks, the
<br />following ordinance approved on first reading at the Public
<br />Hearing of March 12, 1990 was adopted on final reading and by
<br />the following vote:

<br />amended by deleting Section 40-68 from the ordinance, and by
<br />following vote:
