The funds are targeted to <br />assis~ Portsmouth's homeless shelters in providing much needed <br />assistance to the homeless. <br /> <br /> As~you are aware, staff has been'worKing very closely with <br />the PARC Place and HER Shelters to identify additional support <br />funds. The Emergency Shelter Grant is part of HUD's mandate to <br />localities receiving Emergency Shelter Grant funds to use the <br />money as quickly as possible so that the homeless may benefit· <br /> <br />A total of $40,000 has been awarded to be <br />between the PARC Place and HER Shelters. <br />separate operating entities, will use the <br />operating and related expenses. <br /> <br /> The total grant award of $40,000 in <br /> <br />equally divided <br />Both sub-recipients, <br />funds to cover <br /> <br />federal funds <br /> <br />represents 50% of the project costs. The required 50% local <br />match will be through in-kind contributions provided by the <br />PARC Place and HER Shelters. <br /> <br /> I recommend apProval of the fund~ and the transfer Of <br />$40,000 from the Grants Contingency Account to support the <br />two programs." ~ <br /> <br /> M6ffion Of Mr. Barnes and seconded by Mrs. Lucas to approve <br />the transfer of funds from the Grants Contingency Account to <br />support the two programs and was adopted by unanimous vote. <br /> <br />90-110 Letter from the City Manager recommending adoption of <br />a motion to approve a $2,000 grant received from the Virginia <br />Commission for the Arts for the commission of an original oil <br />painting, and to transfer $5,000 from the Grants Contingency <br />Account~ <br /> <br /> "Each funding cycle the City of Portsmouth applies for <br />specific project grants to the Virginia Commission for the Arts <br />through the State of Virginia. I am happy to announce that our <br />request for the 1990 cycle resulted in the award of $2,000 for <br />the commission of a Frank Cole original oil painting to be added <br />to the Museum's permanent collection. The Museums and Fine Arts <br />Commission 'has voted to recommend that the remaining $3,000 of <br />the $5,000 fee be paid from the Art Center Donation Fund. <br /> <br /> I recommend approval of this grant and the transfer of <br />$5,000 from the Grants Contingency Fund." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray to approve <br />the grant received from the Virginia Commission for the Arts for <br />the commission of the oil painting, and to transfer $5,000 from <br />the Grants Contingency Account, and was adopted by ur~animous_ <br />vote. <br /> <br /> <br />
