The funds are targeted to assis~ Portsmouth's homeless shelters in providing much needed assistance to the homeless. As~you are aware, staff has been'worKing very closely with the PARC Place and HER Shelters to identify additional support funds. The Emergency Shelter Grant is part of HUD's mandate to localities receiving Emergency Shelter Grant funds to use the money as quickly as possible so that the homeless may benefit· A total of $40,000 has been awarded to be between the PARC Place and HER Shelters. separate operating entities, will use the operating and related expenses. I am happy to announce that our request for the 1990 cycle resulted in the award of $2,000 for the commission of a Frank Cole original oil painting to be added to the Museum's permanent collection. The Museums and Fine Arts Commission 'has voted to recommend that the remaining $3,000 of the $5,000 fee be paid from the Art Center Donation Fund. I recommend approval of this grant and the transfer of $5,000 from the Grants Contingency Fund." Motion of Mr. Barnes and seconded by Mr. Gray to approve the grant received from the Virginia Commission for the Arts for the commission of the oil painting, and to transfer $5,000 from the Grants Contingency Account, and was adopted by ur~animous_ vote.
