<br />019 <br /> <br />AUQust25.2009 <br /> <br />WHEREAS, the ReEnergy proposal has the potential to materially reduce <br />SPSA's costs; <br /> <br />NOW THEREFORE, it is hereby RESOLVED by the Portsmouth City Council <br />that SPSA is called upon to negotiate in good faith with ReEnergy on its privatization <br />offer, as per the Cosgrove Bill and the Virginia Public-Private Education and <br />Infrastructure Facilities Act of 2002.
