160 <br /> <br />April 10, 1990 <br /> <br />Other Item Under Unfinished Business <br /> <br /> 90-110 (a) - Motion of Mr. Simpson and seconded by Mr. <br />Gray to authorize the refund of $1,526.20 to Jean McLean Davis <br />for overpayment of taxes as requested, and was adopted by <br />unanimous vote. <br /> <br />90-89 - Code Amendment: <br /> <br />b) <br /> <br />Ordinance~to amend Chapter 40 of the Code of the City <br />of Portsmouth, 1988, by amending Sections 40-121 (a) <br />thereof, pertaining to permitted uses in the Downtown <br />D-1 District:, deferred from the re~gular meeting of <br />March 27, 1990. (CA-90-2) <br /> <br /> Marvin Goldfarb, 3201 Dogwood Drive, representing <br />Properties unlimited spoke in support of the amendment. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Simpson to refer <br />to the Planning Commission for further study concerning the use <br />of coin-operated laundry facilities and other objectionable <br />uses in the districts and was adopted by unanimous vote. <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Lucas to table <br />the item and was adopted by unanimous vote. <br /> <br />- REPORTS FROM THE CIT~ MANAGER - <br /> <br /> 90-131 - Letter from the Interim City Manager recommending <br />adoption of an ordinance to appropriate $57,600 from the <br />Capital Improvement Fund and $84,400 from the Public Utility <br />Capital Improvement Fund for the completion Of Cradock Gardens <br />Phase I. <br /> <br /> "The 1989-94 Capital Improvement Program includes funds <br />for Cradock Gardens, Phase I, Worden Place. This project <br />involves replacement of gravity sewer on Worden Place and <br />replacement of curb and gutter on Victory Boulevard between <br />Worden Place and Vail Place. <br /> <br /> Bids were received on March 27, 1990. The bids were <br />competitive and favorable with today's construction estimates <br />(see Attachment No. 1). The total anticipated project cost <br />(including contingencies, administration and inspection) is <br />$142,000. The total anticipated costs were calculated as <br />follows: <br /> <br />Construction Contract (Kevcor Corporation) <br />Public Utilities <br />Traffic Engineering <br />Contract Administration and Inspection <br />Contingencies <br /> <br />$106,321.00 <br />$ 5,000.00 <br />$ 1,571.41 <br />$ 15,948.15 <br />$ 13,159.44 <br /> <br />TOTAL ANTICIPATED COST CRADOCK, PHASE I <br /> <br />$142,000.00 <br /> <br /> Future phases of the project include street widening, <br />installation of drainage, sewers, waterlines, repaying and <br />installation of curbs and gutters on Travis, Tyron, Tanner, <br />Frailey, Gillis, Decatur, Chauncey, Davis and Upshur. <br /> <br /> In summary, it is recommended that $142,000.00 be <br />appropriated ($57,600 from Capital Improvement moneys and the <br />remainder from Public Utility funds) and that a contract be <br />awarded to Kevcor Corporation in the amount of $106,321.00. <br /> <br /> I, therefore, concur and recommend appropriation of the <br />necessary funds and award of the contract to the low bidder." <br /> <br /> <br />
