206 <br /> <br />May 8, 1990 <br /> <br />Mayor Webb offered the following comments: <br /> <br /> "Ladies and Gentlemen, if I may please have your <br />attention,.I will begin the Public Hearing. As each-of ybu <br />know, this evening session brings together members of the <br />Council and the Portsmouth Redevelopment and Housing Authority <br />Board of Commissioners in a Joint Public Hearing for the <br />purpose of reviewing~a proposed City~WideConservatio~ Plan and <br />an enhanced security services program proposed for the Ci%¥'s <br />Public Housing Complexes. Tonight's hearing is also being held <br />to consider amendments to the Proposed and'Final Statements of <br />Objectives and other related notices respecting the 1990 <br />Community Development Program. Notice of this hearing was <br />published in the April 26th and 27th issue of the Currents. <br /> <br /> Portsmouth received $1.5 million in Community Development <br />Block Grant Funds. This amount, in addition to proceeds <br />expected to be received from the sale of Community Development <br />Project Area Land-and a contribution of Capital Improvement <br />Funds established the City's 1990 Community Development Program <br />at a level of $2 million. We are not proposing an increase in <br />funding, rather we are proposing a reallocation of previously ' <br />approved funds. <br /> <br /> I remind you that tonight's session is only a public <br />hearing and that City Council and the'Authority's Board of <br />Commissioners will listen and give full consideration to,your <br />comments prior to taking any action on the proposed <br />Conservation Plan. Tn accordance with State Law, the proposed <br />Plan will be formally considered by City Council and the <br />Portsmouth Redevelopment and Housing Authority Board of <br />Commissioners at their next subsequent meetings. <br /> <br /> I would now like to give Chairman Robinett of the <br />Portsmouth Redevelopment and Housing Authority Board of <br />Commissioners an opportunity to comment." <br /> <br />Chairman P. Ward Robinett, Jr., comments: <br /> <br /> Mayor Webb and Members of Council, on behalf of the Board <br />of Commissioners of the Redevelopment and Housing Authority, I <br />am pleased to propose the implementation of a City-Wide <br />Conservation Plan and the initiation of an enhanced security <br />services program in our public housing complexes. We feel that <br />these measures will enable us to continue our joint efforts to <br />improve the overall quality of life for Portsmouth citilzens as <br />well as promote the physical appearance and image of the City. <br />We will consider the comments made tonight at our next <br />regularly scheduled Commissioners' Meeting and make a <br />recommendatio~ to'City Council regarding subsequent action. <br /> <br /> At this time, I would like to call upon Mr. Danny Cruce, <br />Authority Executive Director, to briefly summarize these <br />proposals, following which we will be pleased to respond to any <br />questions." <br /> <br />Danny F. Cruce, Executive Director, comments: <br /> <br /> "Thank you Chairman Robinett. As Mr. Robinett indicated, <br />the purpose of this hearing is to consider the establishment of <br />a City-Wide Conservation District and funding of an enhanced <br />security services program in our six public housing complexes. <br />Additionally, we are proposing to amend the 1990 Final <br />Statement and related documents to reflect inclusion of the <br />conservation area and funding of the security program. <br /> <br /> <br />
