These additional ordinances require only one reading, <br />and I recommend that ~hey be~adop~-ed ~'~t~ ~ity Cour~ci~c"%~ <br />concurrently with the final approval of the above ordinances. <br />These have been highlighted~'~n m~ b~ckse~q~e~s~sage and inallud~_~ <br />in my oral presentation of the proposed budget. These <br />budgetary companion ordinances consist of the following: <br /> <br /> (f) Residential collection and disposal of trash ~is being <br />recommended to be increased from the current $7.00 per month to <br />$8.00 per month, with corresponding increases in?c~re ~e~lection <br />and disposal rates ~or non-residentiat~ref.use. <br /> <br /> (g) An incre~as~, i's prciposed ~i~n~ r~t~s .fo/~ water from ~1 ~--4i5~ <br />to $1.55 for each 1,000 gallons of water consumed by our <br />Portsmouth customer~sc~. ~Sim~la]~' in~cr~eas~are~proposed for ~u <br />Chesapeake ~bulk and residential customers as well as those we <br />serve in Suffolkf.~3n '-~ .... ~ r-~LJ ~ s~3 ~ ~ ~__~ <br /> <br /> (h) The charge for redeeming an impounded dog from th~ <br />pound is proposed to be $12 for the first day and $5 for each <br />subsequent day. ' 5t~fe 6urren't r~t-es"~F~ ~31 a~rd $1 respectively. <br /> <br /> (i & j) The method employed to charge interest on <br />delinquent taxes is recommended ~%~b~£mc~d~i~ioed to permit <br />interest on penalty and nuisance abatement liens, as well as on <br />the tax itself. The £ir~ter~s~ ~a~ W~3~ b~'~0%. ~-~ <br /> <br /> (k) An ordinance further expanding the Tax Relief Program <br />for the Elderly and Disabled is recommended. The current <br />annual lncom~i~m~ w'o~ld-be incre~ed~o~?$~16,000 to ~D0~0 <br />and the net worth limit is recommended to increase from $53,000 <br />to $60,000. <br /> <br /> (1) Two modifications to the Portsmouth Retirement Systems <br />are recommended for adoption. The first will permit the <br />payment of fees payable to the money management f~r-m~fcoi <br />paid from the funds being invested. The other change will <br />allow payment to the self insurance fund of the amounts reduced <br />from retirement al~low~Ces ~du~ to'~p'ay~rr~f~,benefits and <br />awards under the Virginia Workers' Compensation Act. <br /> <br /> (m) The General Assembly adopted legislation in the last <br />session permitting localities to establish a fee as c0u~t e~(~s~ts <br />associated with each traffic or criminal case. The ordinance <br />herein recommended establishe's a'~e?~--'$2~.' to be used 'for <br />the construction, renovation or maintenance of the courthouses, <br />jail, or court-~eI3~ted,~'facilit~i6~. ~ ~-~ · 0~,'," <br /> <br /> (n) An ordinance was adopted last year establishing or <br />modifying certain activity and rental fees charged by the <br />Department of Parks and Recreatio~ ~A~gam'e.mdment to further..J <br />clarify the charges that apply to picnic shelters is <br />recommended. <br /> <br /> (o) The BuildingiIns~ct~6~orog~a-m-has been r~e~tly <br />modified by the State Department of Housing and Community <br />Development, ~h~?~op~sed ~odif~c~tio~sot~tlhe City ordinance <br />will bring our code in compliance with the state language as <br />well as modify the minimum inspection fees to be charged by the <br />Department of Environmental Services. <br /> <br /> (p) A draft of the revised Classification and Pay Plan is <br />also submitted. I am recommending that a 3% general wage ,3~ <br />increase go into effect October 1, 1990. Portions of this <br />draft will need to be completed prior to its adoption. <br /> <br /> <br />
